ar, just after the 70th anniversary of the attack.
On Dec. 7, 1941, about 60,000 military-service members were stationed at Pearl Harbor. In 2011, there weren’t enough left to continue the association.
So on this 71st anniversary of the date that will live in infamy, their legacy has become the responsibility of their children:
• Wayne Lingafelter of the East Side, whose father was on the USS Nevada at Pearl Harbor and died in 1994.
• Joanna Groden, a cancer researcher at Ohio State University whose father was on the USS Henley and died in 2007.
• John J. Kokorchen of Prairie Township, whose father was stationed at the Army’s Schofield Barracks and died in 1972.
Lingafelter and Groden are Ohio members of the Sons and Daughters of Pearl Harbor Survivors. Kokorchen is joining.
“I don’t belong to this organization to make any kind of political point,” said Groden, 56. “It’s something I do for my father’s memory.”
The sons and daughters group began as a spinoff of the national survivors association in 1973. Its members have attended survivors’ reunions for decades.
But this is the first year that the national convention is being hosted by the sons and daughters themselves, said Louella Large, who lives in East Canton and serves as national president of the descendants’ group. She is in San Diego today for the convention.
As Ohio’s state chairwoman a few years ago, Large pushed for the creation of a southern Ohio chapter that would include Columbus. Northern Ohio has chapters in Canton and in the Cleveland area.
Lingafelter, 58, a member of the sons and daughters since the mid-1970s, tried to start one. He got seven or so Pearl Harbor children together, but the group never took off.
Creating chapters feels more urgent now that there’s no parent organization left, Large said. Lingafelter knows of only four actual Pearl Harbor survivors living in central Ohio. The sons and daughters organization will have its first membership drive next year.
The motto of the survivors association was immediate: “Remember Pearl Harbor — Keep America Alert — Eternal Vigilance is the Price of Liberty.”
The motto of the sons and daughters is one of conservation: “Pearl Harbor — Dec. 7, 1941 — Lest We Forget.”
Kokorchen, 71, has known of the sons and daughters organization for at least a decade. He said he’s always intended to join and now will, for his own family, as much as anything.
“My grandchildren and the great-grands will be interested in this,” he said.
Survivors’ children, nieces and nephews, and their descendants are eligible for membership.
There is another sort of person who is interested in the success of the sons and daughters: the survivors themselves.
James O. Buford, 94, lives on the South Side. He was an officers’ steward aboard the USS St. Louis on Dec. 7, 1941, in charge of an eating area. Just after breakfast, the announcement came over the loudspeaker that everyone needed to go to quarters — a kind of “all hands on deck”call.
“Everybody thought it was a drill,” Buford said. He spent the attack distributing ammunition from the back of the ship.
He didn’t know about the sons and daughters organization until Kokorchen got in touch with him before today’s anniversary. Most of the Buford clan lives in Tennessee. He’s going to tell them about the group and hopes they’ll join.
“It’s important for your offspring to know the history of their country,” Buford said.

Government good at spending, not so good at oversight

More than $250,000 of the questionable and improperly documented spending is pegged to a $1 million fund overseen by the Ohio Department of Job and Family Services.
Some grant money was used to pay people’s cell phone bills and the rent on an office from a man with a conflict of interest; the head of a company charged with overseeing the grant was paid an amount in salary that made sense only if she had worked 15 hours per day, seven days a week.
As with so many stimulus-funded projects, the Constructing Futures initiatives relied on contracted agencies to oversee the spending.
In many undertakings, such as subsidized home-weatherization projects, a scramble to spend the money quickly leads to large-scale waste and, sometimes, fraud. Those who are spending other people’s money have far less incentive to ensure that it is spent well.
Whether the apparent irregularities in the Constructing Futures programs stem from honest mistakes, sloppy record-keeping or intent to cheat, they could have been prevented with better oversight.

Both bills lower the cost of producing pennies and nickels by ensuring they are minted with American steel instead of minerals imported from outside the United States.
