Bills must be introduced, or sponsored, by a member of the House or Senate. Most bills are introduced simultaneously in both houses in order to speed their passage. Sponsored bills are placed in the "hopper," a mahogany box near the House Speaker's podium. A bill may be cosponsored by other members of Congress in order to earn wider political support. Bills receive special designation codes to identify their house of origin and the order in which they have been received. For example, the code H.R. 171 designates the 171st House bill of that congressional term, and S. 52 indicates the fifty-second Senate bill.
