Congressional Hispanic Caucus
I am a member of the Congressional Hispanic Caucus (CHC) where I serve as Vice Chair. The CHC is dedicated to voicing and advancing, through the legislative process, issues affecting Hispanics in the United States and Puerto Rico. The Congressional Hispanic Caucus aims to address national and international issues and the impact these policies have on the Hispanic community. The function of the Caucus is to serve as a forum for the Hispanic Members of Congress to coalesce around a collective legislative agenda.

Congressional Rural Housing Caucus
I am the co-founder and chair of the Congressional Rural Housing Caucus, which address the needs for additional quality rental and single family housing in rural communities. The goal of the Caucus is to expand the availability of safe and affordable housing - both for purchase and for rental - in Rural America. Another and important goal is to eliminate substandard housing in Rural America. The Caucus also seeks to accommodate the infrastructure needs in Rural communities, including water, sewer, telecommunications, and schools. Rental housing in particular is scarce in rural areas and much of the housing available is of very poor quality. Rural families deserve the same opportunities to live in quality, affordable housing as their urban and suburban counterparts.

Congressional Financial and Economic Literacy Caucus
In 2005, Congressman Hinojosa and Congresswoman Judy Biggert co-founded the Congressional Financial and Economic Literacy Caucus. The Caucus is designed to increase public awareness of poor financial literacy rates across the country and work toward improving those rates. The purpose of the Financial and Economic Literacy Caucus is to provide a forum for interested Members of Congress to promote policies to advance financial literacy and economic education. The Caucus will highlight successful policies at the federal, state and local levels and private sector and nonprofit best practices.

House Adult Literacy Caucus

The Adult Literacy Caucus aims to bring attention to the 93 million adulta in the United States who do not have the literacy skills needed to reach their potential.  Thirty million of these individuals have such low levels of literacy that it significantly impedes their ability to fully fundtion at home, at work and in their communities.  The caucus promostes local, national and global adult literacy initiatives.

House Rural Health Care Caucus
The House Rural Health Care Caucus (RHCC) is a bi-partisan coalition of Members of Congress committed to advancing rural priorities in health care policy. Since its inception, the RHCC has been a very active and effective force in Congress. We have been successful in establishing the Office of Rural Health Policy within the Department of Health and Human Services, establishing the Rural Health Transition Grant Program, and forming the Critical Access Hospital program.
