How will a national strategy strengthen and improve manufacturing? 

A national manufacturing strategy will support private business by focusing government programs on increasing national 

competitiveness, reducing programmatic inefficiencies and redundancy, and coordinating policies across various agencies and departments.  A strategy will require the American government to act smarter in its efforts to promote growth, entrepreneurship, and innovation.  

Congressman Lipinski and Congressman Kinzinger have worked to develop a bipartisan proposal that will develop a manufacturing strategy through a Manufacturing Competitiveness Board.  The Board will consist of five public and ten private representatives appointed by the President and Congress.  The Board will develop a national manufacturing strategy that will contain an analysis of US manufacturing and recommendations for the President and Congress to implement.  

The Board will consist of 10 private sector individuals and 5 public sector members, including the Secretary of Commerce and two state Governors.  The President shall submit the manufacturing strategy to Congress by June 1, 2014, a little over a year after the next inauguration.  A separate board and second strategy will follow on June 1, 2018.  

Summary of the American Manufacturing Competitiveness Act of 2012

National Manufacturing Competiveness Strategy—Requires the President to submit to Congress a strategy to promote growth, sustainability, and competitiveness in the Nation’s manufacturing sector, create well-paid jobs, enable innovation and investment and support national security.  Strategy must be submitted by June 1, 2014 and June 1, 2018.  

Manufacturing Competitiveness Board—Establishes the American Manufacturing Competitiveness Board.  The Board will consist of 5 public sector members including the Secretary of Commerce, two Governors of opposite parties, and two other government officials appointed by the President.  Ten individuals will be appointed from the private sector by the Speaker of the House, Majority Leader of the Senate, Minority Leader of the House and Minority Leader of the Senate.  The Co-Chairman of the Board will consist of the Secretary of Commerce and a member of the private sector.   The Board will terminate 60 days after submitting its final report.  

Duties of the Board—The Board shall advise the President and Congress on issues affecting the Nation’s manufacturing sector; conduct a comprehensive analysis of the Nation’s manufacturing sector; and develop a national manufacturing competitiveness strategy.  

Requirement to Consider National Manufacturing Competiveness Strategy in Budget—The President shall include information regarding the consistency of the budget with the goals and recommendations included in national manufacturing competitiveness strategy.
