Committee Assignments

Congressman Bob Gibbs serves on the Transportation and Infrastructure Committee as well as the Agriculture Committee in the U.S. House of Representatives. 

Congressman Gibbs chairs the Subcommittee on Water Resources and Environment,  a subcommittee of the Transportation and Infrastructure Committee.

“I am honored that Chairman Mica has provided me the opportunity to lead a subcommittee that plays a critical role to my district,” Gibbs said.  “It is also a subcommittee that is at the forefront of improving employment, expanding economic opportunities and removing barriers to job growth.  As Chairman, it is my responsibility to modernize, reform and cut waste in the programs and agencies we oversee while advocating for common sense policies that ease regulatory burdens.”

The Water Resources and Environment Subcommittee has jurisdiction over clean water infrastructure; water resources development for navigation, flood protection, and ecosystem restoration; water pollution control; and hazardous waste cleanup.  The Subcommittee also conducts oversight of the federal regulation of clean water.  Agencies that fall within the Subcommittee’s jurisdiction include the Army Corps of Engineers, the Environmental Protection Agency, and the Tennessee Valley Authority.

The Subcommittee is responsible for drafting fiscally responsible legislation providing cost effective water infrastructure improvements that provide jobs.  The Subcommittee is also responsible for ensuring that environmental regulations are reasonable and achievable, that federal policies set realistic water quality goals and provide help to states and local governments in their efforts to meet them, and that job creation is not stifled by excessive regulation.

Congressman Gibbs also serves on the Highways and Transit Subcommittee and the Economic Development, Public Buildings and Emergency Management Subcommittee.

The Subcommittee on Highways and Transit has jurisdiction of issues related to the construction of roads, bridges and transit facilities, highway safety, and the development of national surface transportation policy.  The subcommittee is responsible for writing the next major authorization of surface transportation infrastructure and highway safety programs.  The previous law expired in 2009.

The Subcommittee on Economic Development, Public Buildings and Emergency Management authorizes the nation’s emergency preparedness policy and programs and conducts oversight of the Federal Emergency Management Agency (FEMA).  The Subcommittee oversees agencies and programs promoting economic development in communities suffering economic distress, such as the Appalachian Regional Commission.  The Subcommittee also exercises oversight of federal real estate programs and management.

Congressman Gibbs serves on the General Farm Commodities and Risk Management Subcommittee as well the Conservation, Energy, and Forestry Subcommittee.

The Conservation, Energy, and Forestry Subcommittee has jurisdiction over: soil, water, and resource conservation, small watershed program, energy and biobased energy production, rural electrification, forestry in general and forest reserves other than those created from the public domain.

The General Farm Commodities and Risk Mangement Subcommittee has jurisdiction over: program and markets related to cotton, cottonseed, wheat, feed grains, soybeans, oilseeds, rice, dry beans, peas, lentils, the Commodity Credit Corporation, risk management, including crop insurance, commodity exchanges, and specialty crops.
