The elderly, persons with disabilities, pregnant women, and families with dependent children have all benefited from the access to health care that Medicaid provides. Reducing our support for Medicaid would have one of two unacceptable results: it could reduce benefits or it could impose new limits on program eligibility. We cannot allow this to happen.
