I am deeply disappointed that Republican legislators in Michigan today passed two so-called ‘right-to-work’ bills that erode the hard-won right of unions to organize workers for better wages and conditions.  President Obama was right yesterday when he characterized this move as having nothing to do with economics and everything to do with politics.  These bills represent the type of class warfare that puts profits before the needs of hard-working Americans; they will not grow our middle class or help families who have struggled throughout the economic downturn.  By weakening the bargaining strength of labor unions, these bills undermine the relationships forged over many years in Michigan between labor and management, and in the past Governor Rick Snyder has called ‘right-to-work’ legislation divisive and inappropriate.  I urge him to reconsider his stated intention to sign these bills into law.

The history of America is the history of advancing civil rights, and this is the next step in that journey. By hearing these cases, the Supreme Court has the opportunity to ensure that every family is treated equally under the law. I am confident that the Supreme Court will rule that discrimination has no place in this nation, and will further the cause of civil rights for years to come.

For residents of areas affected by Hurricane Sandy, additional assistance to continue recovery efforts cannot come soon enough. The emergency aid package requested today by the Obama Administration will help communities in New York, New Jersey, Connecticut, and neighboring states get back on their feet.

In a sign of continuing progress in our recovery, the Bureau of Labor Statistics report released this morning shows that our economy added 147,000 private sector jobs in November, causing the unemployment rate to drop to 7.7%.  With thirty-three consecutive months of private sector job growth, more Americans are getting back to work.  However, despite this month's strong gains, too many remain unemployed, and we have work left to do to solidify our economic recovery.

Today, the Senate ensured that U.S. companies will have better access to the Russian market when it passed H.R. 6156 by a strong, bipartisan vote of 92-4.  By granting Permanent Normal Trade Relations with Russia, Congress has provided the President the tools needed to ensure Russia follows World Trade Organization rules and the market access commitments it has made.  This will help create a level playing field for American businesses and workers seeking to export to the growing Russian market.  In addition, this bill provides for tougher sanctions against those officials responsible for violating human rights and basic freedoms, including those involved in the tragic death of Sergei Magnitsky.  I look forward to seeing President Obama sign this bill into law and take the steps it makes available to enforce fair trade rules that benefit American businesses and the jobs they create.

Today, House Democratic Whip Steny H. Hoyer (MD) traveled with the U.S. Army Corps of Engineers and Congressman Gregory Meeks (NY-6) to visit Rockaway Peninsula in Queens, New York, which experienced significant damage from Hurricane Sandy. During the tour, Col. Kent Savre, Commander of the North Atlantic Division of the Corps of Engineers, and Col. Trey Jordan, head of the Corps’ New York Recovery Field Office and Commander of the Baltimore District, briefed Whip Hoyer and Congressman Meeks on the extent of damage and recovery efforts.

The executive order, signed today by President Obama, creating an Interagency Task Force on Commercial Advocacy will help American businesses compete more effectively overseas.  This is an important step in the ongoing effort by this Administration to ensure a level playing field for American companies seeking to do business abroad and export their goods.

When I say everything needs to be on the table… I want everybody to put their cards on the table and tell me what they’re going to do. … Now there’s some things we are absolutely not going to do… we’re not going to voucherize Medicare, we are not going to privatize Social Security. We believe very strongly that we need additional revenues if we’re going to get our country on a fiscally sound basis.

“All I said yesterday was … we need a balanced package and we need to all come to the table honestly, realizing we have differences of opinion, but also realizing this is a math problem. It shouldn't be a philosophical problem or ideological or partisan problem, it's a math problem. We have to get America on a fiscally sustainable path and in order to do that, we’re going to have to have a balanced package. We’re going to have to look at additional revenues.”

Today, I signed the discharge petition filed by Rep. Tim Walz that would bring to the Floor an extension of tax cuts for 98% of Americans and 97% of small businesses.  These middle class tax cuts were extended by the Senate in July, and the House ought to take action immediately to provide certainty to families and small businesses that their taxes won’t go up on January 1.

I am extremely disappointed that Senate Republicans blocked ratification of the U.N. Convention on the Rights of Persons with Disabilities today. Its ratification would enable the United States to play a leading role in helping other nations set policies that expand opportunities for their own citizens with disabilities. Modeled after the bipartisan Americans with Disabilities Act signed into law by President George H. W. Bush in 1990, the Convention on the Rights of Persons with Disabilities represents a major step forward for individuals throughout the world living with disabilities and hoping for increased accessibility, equal opportunity, and greater independence. I was proud to have worked with former Rep. Tony Coelho and others, including former Republican Sen. Majority Leader Bob Dole, to pass the original Americans with Disabilities Act, and I strongly urge Senate Republicans to reconsider today’s vote and allow this treaty’s ratification.

Tomorrow, on World AIDS Day, we renew our commitment to fighting this terrible disease and helping to improve the lives of those millions affected by HIV-AIDS worldwide.  Together, the United States and other nations have made great advances in treating HIV-AIDS and raising awareness about how to prevent infection.  Our commitment to research and the discovery of advances has not waned, and we must not rest until HIV-AIDS no longer threatens communities here in America and around the world.

Today House Republican leaders released the legislative schedule for 2013. We must use these scheduled days wisely - not to pursue partisan agendas, but to work together on behalf of the American people. Our nation still faces a number of challenges that we will need to continue addressing next year. We must remain focused on creating jobs, growing the economy, and pursuing a responsible, balanced plan to reduce the deficit. I hope we will set politics and partisanship aside and work together to keep our country moving forward.

Today, the full Senate is considering the U.N. Convention on the Rights of Persons with Disabilities, a landmark treaty that will strengthen the rights and freedoms of individuals with disabilities throughout the world – and which was reported favorably by the Senate Foreign Relations Committee in July.  The Disabilities Convention draws heavily on the Americans with Disabilities Act, which Congress passed in 1990 with broad bipartisan support, and the Convention has already been championed by an array of leaders from both parties.  Its ratification will send a strong message that the United States is committed to the human rights, equal opportunity, and full inclusion of all who live with disabilities in our country and every other.  I was proud to have helped lead the effort, along with former Rep. Tony Coelho and others, to pass the Americans with Disabilities Act, and I join in calling on the Senate to agree to the Convention’s swift ratification.

For 17 years, Jesse Jackson, Jr. has been a dedicated public servant and a tireless advocate for the people of Chicago. He has made a real difference in his community and across the country, fighting for important issues such as minority health and voting rights. I was deeply saddened to learn of the passing of former Senator Warren Rudman this week. Our nation has lost an extraordinary man of integrity who often worked across the aisle in order to address our country’s most pressing challenges. Throughout his career, he was committed to fiscal responsibility and worked with both parties to make the tough choices necessary to bring down our deficits and balance the budget. As we work to restore fiscal responsibility, Rudman’s legacy serves as an important reminder of what we can accomplish when we put country before party and work together to confront our budget challenges. I join in mourning his passing, and my thoughts and prayers are with his family at this time.

“With the passage of this bill, American exporters will have greater access to Russian markets, and the United States will be better positioned to enforce trade rules through the World Trade Organization and safeguard a level playing field for our businesses overseas.  This will contribute to job creation and new opportunities for our workers here at home.  At the same time, it reaffirms America’s commitment to human rights and individual freedom in Russia and throughout the world.

Israel, like all sovereign nations, has a fundamental duty to its citizens to defend their lives and their property.  For years now, Israel has endured thousands of rocket attacks by Hamas from the Gaza Strip.  These attacks have targeted civilian areas throughout Southern Israel  - and today even reached as far north as the outskirts of Tel Aviv.  As long as this terrorist organization continues to avoid disarming, abiding by past agreements, or recognizing Israel’s right to exist, it will continue to be isolated by the international community and be the cause of further hardship for the Palestinian civilians who suffer at its hands.

“Today’s settlement between BP and the U.S. government represents an important step in the direction of justice and toward closure for the families of the 11 Deepwater Horizon rig workers who lost their lives as well as the millions of Gulf Coast residents who suffered from the oil spill and its aftermath.  In the days and weeks following the explosion on Deepwater Horizon, the Obama Administration made it clear that those responsible would be held to answer for it and that every effort would be made to recover the Gulf Coast’s economy and natural environment.  This settlement, along with the sustained relief effort over the past two years that has done so much to rebuild Gulf Coast communities, helps fulfill that promise.

“I join in saluting the men and women who have served our nation in uniform.  Veterans Day is an opportunity to reflect on the courage and dedication of those who put themselves in harm’s way to protect American lives and the values we hold dear.  In particular, we honor our men and women who have recently returned home from Iraq and Afghanistan, and we rededicate ourselves to making sure they can transition smoothly back to civilian life and receive the care they need to heal any wounds they sustained – both physical and psychological.

House Democratic Whip Steny H. Hoyer (MD) and the House Democratic Caucuses announced jointly today that they have launched a new resume bank at democraticwhip.gov/resumes where members of the public can submit resumes that will be viewable by all new and existing House Democratic offices. For the large freshman class of Democrats that will be joining the 113th Congress, this will be a useful tool as they set up their offices and hire staff members.
