Establishes Congressional affirmation that the Keystone XL pipeline is good for job creation, economic growth and national security. Additionally, the bill requires the Secretary of State to issue a permit within 60 days to allow the Keystone XL project to move ahead, unless President Obama publicly determines the project is not in our national interest. 2011 Lugar Practical Energy Plan - Full Text

The Practical Plan offers real progress on energy-driven national security and economic crises. Preliminary estimates of the bill indicate the following savings by 2030:

• Reducing the need for foreign oil by 50% or more,
• Saving Americans $33 billion annually by cutting 4% off projected energy needs, and
• Cut government spending by $1.8 billion annually and could generate up to $170 billion in Federal revenues.

The Lugar Practical Energy Plan encourages job-creating economic growth, improves U.S. global competitiveness, and strengthens environmental stewardship by placing the emphasis on the more productive use of energy in transportation and electricity to cut energy needs.
