As a member of the House Subcommittee on Communications and Technology and a longtime advocate of expanding broadband access to rural areas, including parts of northern New Hampshire, I believe that we need a dynamic, secure, and modern telecommunications ecosystem to meet the ever-changing needs of our economy and our nation. Improving New Hampshire's communications infrastructure will not only allow individuals to connect in more meaningful ways with friends and family, but also will ensure our state's economic competitiveness by encouraging investment and job creation.

There are several issues facing this industry today, including:

Internet Freedom: The Internet is an engine of economic growth and innovation, and neither Congress nor the Administration should create unnecessary restrictions or regulations limiting it. I am a cosponsor of legislation (H.R. 96, the Internet Freedom Act) that states regulation of the Internet is the sole prerogative of Congress and not federal agencies like the Federal Communications Commission. I do not support the FCC's misguided net neutrality rules and am thus an original cosponsor of a resolution of disapproval (H.Res. 37) that would void the FCC's rules allowing government regulation of the Internet for the first time ever. This legislation passed the House in early April 2011.

Spectrum: I support spectrum plans that would promote broadband, grow the economy, create jobs and reduce the deficit. I look forward to working in this Congress toward comprehensive spectrum legislation that will help to create a nationwide interoperable broadband network for public safety and that addresses the capacity constraints of our mobile broadband networks.

Eliminating Waste & Fraud in Broadband Stimulus Grants: I introduced legislation (H.R. 1343), which passed the House in early October 2011, to protect taxpayers by terminating and rescinding American Recovery and Reinvestment Act funding for broadband projects that have been found to be wasteful, fraudulent, or insufficient. Congress' efforts should be centered on ensuring taxpayer dollars are not spent on fraudulent or duplicative programs and on maximizing the potential for economic growth and job creation.

Internet Privacy and Data Security: With the growing importance of the Internet in our daily lives, I believe that individuals have the right to know when they are being tracked online, should be able to choose whether to participate in the collection and maintenance of their personally identifiable information, and should be promptly notified if such data is compromised.
