This request would authorize the Army Corps of Engineers to provide levee certification services to a federal agency or state or local government without regard to the requirements of the WRDA 2000 Thomas amendment. For many small, rural communities, levees have provided predictability and safety from flooding for many years. Unfortunately, due to the Thomas amendment, meeting FEMA's levee certification requirements has become prohibitively expensive.
Authorizing the Corps of Engineers to do this work in conjunction with another federal agency for these rural and small communities would allow these communities to continue to be protected by the existing levees and provide an opportunity for economic growth in the area.
