Transit Security Grant Program - Feb. 28 deadline

This serves as notification that the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is releasing grant guidance and application materials under the Fiscal Year (FY) 2010 Transit Security Grant Program (TSGP).  The application period will open on Friday, December 11, 2009 and will close on Thursday, February 18, 2010 at 11:59 p.m. EST.  The FY 2010 TSGP Guidance and Application Kit is located online at http://www.fema.gov/grants, as well as on www.grants.gov.

Background:

The TSGP provides funds to owners and operators of transit systems (which include intracity bus, commuter bus, ferries and all forms of passenger rail) to protect critical surface transportation infrastructure and the traveling public from acts of terrorism, major disasters, and other emergencies.  
 
Funding Information:

The FY 2010 Department of Homeland Security (DHS) Appropriations Act (P.L. 111-83) provides $300,000,000 for the TSGP and authorizes the Department to retain four percent of the appropriated amount for management and administrative costs.  Therefore, the Department will allocate $288,000,000 under the FY 2010 TSGP.

DHS is allocating $20,000,000 to the Intercity Passenger Rail Program (Amtrak). Additionally, the Department is allocating $15,000,000 to eligible Class I, II, and III freight railroad carriers that transport Rail Security-Sensitive Materials (RSSM), owners and offerors of railroad cars that transport toxic inhalation hazardous (TIH) materials, and owners of railroad bridges spanning the Western River System.
