TOM LANTOS HUMAN RIGHTS COMMISSION - Pursuant to Section 4(c) of House Resolution 5, 111th Congress, the Chair announced the Republican Leader's appointment of the following Member to serve as co-chair of the Tom Lantos Human Rights Commission: Mr. Wolf, Virginia.

Migratory Bird Conservation Commission - Pursuant to Section 2 of the Migratory Bird Conservation ACt (16 U.S.C. 715a) and the order of the House of January 6, 2009 the Speaker appointed the following members of the House to the Migratory Bird Conservation Commission: Mr. Dingell and Mr. Wittman .

NOTIFICATION OF INTENT TO OFFER RESOLUTION - Mr. Flake notified the House of his intent to rise to a question of the privileges of the House and to offer a resolution. Mr. Flake was recognized to notice the form of his proposed resolution.

ORDER OF BUSINESS - Mr. Hastings (FL) asked unanimous consent that at any time without intervention of any point of order to consider in the House the joint resolution (H.J. Res. 38) making further continuing appropriations for fiscal year 2009, and for other purposes; such joint resolution shall be considered as read; such joint resolution shall be debatable for one hour equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations; and the previous question shall be considered as ordered on such joint resolution to final passage without intervening motion except one motion to recommit.

The Speaker announced that the House do now recess. The next meeting is subject to the call of the Chair.

ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 5 per side of the aisle.

9:03 A.M. -
PLEDGE OF ALLEGIANCE - The Chair designated Mr. Fleming to lead the Members in reciting the Pledge of Allegiance to the Flag.

POSTPONED PROCEEDINGS - The Chair announced that she had examined the Journal of the last day's proceedings and had approved it. Mr. Sensenbrenner demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the noes had prevailed. Mr. Pallone objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.

9:01 A.M. -
Today's prayer was offered by the House Chaplain, Rev. Daniel Coughlin.

The Speaker designated the Honorable Diana DeGette to act as Speaker pro tempore for today.
