10:20 P.M. -
The House adjourned. The next meeting is scheduled for 10:00 a.m. on February 25, 2009.

10:18 P.M. -
ADJUSTED WHOLE NUMBER OF THE HOUSE - Under clause 5(d) of rule XX, the Chair announced that, in light of the resignation of the gentlewoman from California, Ms. Solis, the whole number of the House is adjusted to 432.

The House received a communication from Representative Solis (CA) wherein she resigns as a member of the House of Representatives effective at close of business today.

Mr. Pascrell asked unanimous consent that the President's message be referred to the Committee of the Whole House on the State of the Union and ordered printed as a House Document (H. Doc. 111-1). Agreed to without objection.

JOINT SESSION DISSOLVED - The Speaker declared the Joint Session to be dissolved.

9:16 P.M. -
PRESIDENT OBAMA'S ADDRESS TO CONGRESS - Pursuant to the provisions of H.Con.Res. 41, the House and Senate proceeded in Joint Session to receive a message from the President of the United States, Barack H. Obama.

8:42 P.M. -
The House is meeting in Joint Session with the Senate for the purpose of receiving a message from the President of the United States.

8:40 P.M. -
The House convened, returning from a recess continuing the legislative day of February 24.

4:46 P.M. -
The Speaker announced that the House do now recess until approximatley 8:35 p.m. at which time the House will meet in Joint Session with the Senate to receive a communication from the President of the United States. The next meeting is scheduled for 8:35 P.M. today.

Mr. McGovern filed a report from the Committee on Rules on H. Res. 184.

PLEDGE OF ALLEGIANCE - The Chair designated Mr. Wilson of OH to lead the Members in reciting the Pledge of Allegiance to the Flag.

POSTPONED PROCEEDINGS ON APPROVAL OF THE JOURNAL - The Chair announced that she had examined the Journal of the last day's proceedings and had approved it. Mr. Wilson of South Carolina demanded that the question be put on agreeing to the approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Wilson of South Carolina objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of agreeing to the approval of the Journal until later in the legislative day. The point of no quorum was considered as withdrawn.

12:00 P.M. -
Today's prayer was offered by the House Chaplain, Rev. Daniel Coughlin.
