111TH CONGRESS - FIRST SESSION

3:40 P.M. -
The House adjourned pursuant to a previous special order. The next meeting is scheduled for 9:00 a.m. on January 9, 2009.

On motion to adjourn Agreed to by voice vote.

Mr. Kirk moved that the House do now adjourn.

3:11 P.M. -
SPECIAL ORDER SPEECHES - The House resumed Special Order speeches.

Ms. Kaptur asked unanimous consent That the Speaker be authorized to entertain motions to suspend the rules relating to House Resolution 34 on the legislative day of Friday, January 9, 2009. Agreed to without objection.

Ms. Kaptur asked unanimous consent that when the House adjourns today, it adjourn to meet at 9:00 a.m. on January 9. Agreed to without objection.

2:09 P.M. -
SPECIAL ORDER SPEECHES - The House has concluded all anticipated legislative business and has proceeded to Special Order speeches.

Mr. Westmoreland requested the following general leaves to address the House on January 15: Mr. Poe of TX for 5 min and Mr. Jones for 5 min.

2:07 P.M. -
The House convened, returning from a recess continuing the legislative day of January 8.

1:39 P.M. -
The Speaker announced that the House do now recess. The next meeting is subject to the call of the Chair.

1:36 P.M. -
DISSOLVING THE JOINT SESSION - After announcing the results of the certification process, the Vice President announced that the Joint Session was dissolved and that the results of the proceedings had during the Joint Session would be entered into the Journals of both Houses.

1:35 P.M. -
At the conclusion of counting the Electoral ballots, the Vice President reported to the Joint Session that the votes would be recorded as follows: For the Office of President of the United States, Barack Obama--365; John McCain--173; and for the Office of Vice President of the United States, Joseph Biden--365; Sarah Palin--173.

1:09 P.M. -
CERTIFICATION OF ELECTORAL VOTES - Beginning with the state of Alabama, the tellers proceeded with announcing the results of the Electoral College balloting.

1:08 P.M. -
JOINT SESSION CALLED TO ORDER - The Vice President called the Joint Session to order, announced the purpose of the Joint Session and directed the tellers on the part of the House and Senate to take seats at the Clerk's desk.

1:01 P.M. -
APPEARANCE OF THE SENATE - The Vice President and the Members of the Senate appeared and were admitted into the House Chamber to meet with the House in a Joint Session for the purpose of certifying the Electoral College ballot count.

The House convened, returning from a recess continuing the legislative day of January 8.

10:20 A.M. -
The Speaker announced that the House do now recess. The next meeting is scheduled for 12:55 P.M. today.

10:05 A.M. -
ONE MINUTE SPEECHES - The House proceeded with one minute speeches.

10:04 A.M. -
APPOINTMENT OF TELLERS - Pursuant to S.Con.Res. 1, 111th Congress, and the order of the House of January 6, 2009, the Chair announced the Speaker's appointment as tellers on the part of the House to count the electoral votes: Messrs. Brady of Pennsylvania and Lungren of California.

10:03 A.M. -
PLEDGE OF ALLEGIANCE - The Chair designated Mr. Holden to lead the Members in reciting the Pledge of Allegiance to the Flag.

The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.

10:02 A.M. -
Today's prayer was offered by the House Chaplain, Rev. Daniel Coughlin.

10:00 A.M. -
The House convened, starting a new legislative day.
