A unanimous-consent time agreement was reached providing for further consideration of the bill at approximately 12:30 p.m., on Sunday, December 6, 2009, and that the time until 3:15 p.m. be for debate with respect to Lincoln Amendment No. 2905 (listed above), and Ensign Amendment No. 2927 (listed above), with the time equally divided and controlled, with Senators permitted to speak for up to 10 minutes each, with the Majority controlling the first 60 minutes and the Republicans controlling the next 60 minutes; that at 3:15 p.m., Senate vote on or in relation to Lincoln Amendment No. 2905 (listed above), that upon disposition of the amendment, Senate vote on or in relation to Ensign Amendment No. 2927 (listed above); that all of the amendments and motions covered in this agreement be subject to an affirmative 60 vote threshold and that if any achieve it, then they be agreed to; that if they do not achieve that threshold, then they be withdrawn; that prior to the votes there be two minutes of debate; that after the first vote, each succeeding votes be limited to ten minutes each; provided further, that no other motion be in order, except a motion to reconsider a vote with respect to the above referenced amendments; provided further, that no motions or amendments be in order prior to the 3:15 p.m. votes on Sunday, December 6, 2009.
