    Since 1995, the annual spending bill for the District of Colombia has included a provision commonly known as the Dornan amendment. The Dornan amendment states that no funding can be used to pay for abortions in our nation’s capital. The fiscal year 2010 Financial Services and District of Colombia Appropriations bill made a significant change to this provision that will, for the first time in 15 years, force taxpayers to cover the cost of abortions performed in our country. I find it unconscionable that taxpayers would be asked to fund something they do not believe in. In fact, according to a poll conducted last November, nearly 70 percent of Americans oppose the use of taxpayer funding for abortions.

    During the Appropriations Committee consideration of the bill, I offered an amendment with Congressman Lincoln Davis to reinstate the original Dornan amendment language and continue to prohibit any taxpayer funding from being used to kill unborn children. Despite support from Members on both sides of the aisle, the amendment failed by a vote of 26-33.
