Purpose: Federal funds will be used to support additional School Resource Officers in Battle Ground, WA.

Importance: Battle Ground’s School Resource Officers have dealt proactively with issues such as bullying, harassment, assaults, gangs, and weapons on campus, making it possible to control these issues at their initial stages before they put students and staff at greater risk, increasing safety on school campuses and reducing crime.

Purpose: This funding will support critical social services to victims of domestic violence and their children by providing for legal staff, a support group for victims and their children, and a program manager to recruit and train volunteers.

Importance: The Crystal Judson Family Justice Center is a state-wide asset that provides unique, and critically-needed services.  This funding will help provide counseling and legal services to over 2,000 survivors of domestic violence and 500 children who use the Center annually.

Project Title:  King County Sheriff's Office Gang Intervention Initiative

Purpose: This funding will provide for additional gang analysts and detectives as well as facilitate an overarching initiative that combines law enforcement with community organizations to address the challenge of gangs and juvenile delinquency in King County. 

Importance: In order to address the rise in criminal gang activity, gang analysts and detectives are needed to build collaborative partnerships with federal, state, and local agencies to effectively target juvenile gang crime and prevent delinquency.  This funding will help prevent greater levels of crime in our communities and save costs that are spent to capture, prosecute and detain criminals in our communities.

Location:         Seattle, WA

Purpose: This funding will support additional School Resource Officers in King County schools.

Importance: School Resource Officers play an important role in creating safe school environments and preventing criminal activity.  Anti-bullying education, gang prevention and intervention, and internet safety and cyber crime education are successfully taught through the School Resource Officer program and prevent crime in our communities.  This funding will help reduce crime and save costs that are associated with capturing, prosecuting and detaining criminals in our communities.

Project Title:  King County Superior Court Criminal Tracking System

Amount:          $2,000,000
Location:         Seattle, WA

Purpose: This funding supports a pilot project to develop a single information system that would provide comprehensive data sharing among criminal justice agencies and courts in King County. 

Importance: This funding would support a pilot project that would be the first comprehensive data system of its kind in King County courts. This new system will provide the technological infrastructure to track individuals moving through the criminal justice system and improve the quality of data sharing between courts and law enforcement agencies, creating new efficiencies and allowing greater information to law enforcement.

Location:         Kirkland, WA

Purpose: This funding provides Kirkland with additional emergency equipment in order to address local needs in the event of a disaster or threat.  

Importance: East King County and south Snohomish County regions are subject to earthquakes, windstorms, and major flooding events, and this funding will provide first responders with equipment to respond better to emergency situations to enhance the safety of residents in the region.

Location:         Lacey, WA

Purpose: This funding will help pay for a new criminal records management system in Thurston County, WA to replace the outdated system.  The City of Lacey is the lead agency in coordination with other cities in Thurston County.

Importance: A new records management system will allow Thurston County law enforcement officers to exchange crime data and increase interoperability between regional partners.  The current system is antiquated and cannot be upgraded because the vendor does not support the old software.  Funding will help law enforcement access information and enhance their ability to respond to emergency situations.

Project Title:  Longview Regional 911 Center Dispatch Improvements

Location:         Longview, WA

Purpose: This funding will provide for a new Computer Aided Dispatch (CAD) system to replace the outdated equipment currently used by the Longview Regional 911 Center. 

Importance: This funding for a new Computer Aided Dispatch (CAD) system will enable law enforcement agencies in the Cowlitz County region to deploy personnel in a more effective manner, share information more effectively with other jurisdictions, and improve public safety efforts.  The current system is antiquated and is not interoperable with other systems in the region.

Project Title:  Makah 911 Public Safety Complex

Location:         Neah Bay, WA

Purpose: This funding will help construct a new 911 Public Safety Complex on the Makah Indian Reservation. 

Importance: Funding for the Makah 911 Public Safety Complex will help house the Police Department, Fire Department, Emergency Medical Services, Dispatch Center, Emergency Management and Corrections Facilities for the Makah Tribe, replacing the outdated jail facility currently located on a flood and tsunami zone.  This will allow the Makah Tribe to better provide safety services in the region.

Recipient:       National Oceanic and Atmospheric Administration
Amount:          $7,000,000
Location:         Silver Spring, MD (radar station to be located in Washington State)

Purpose: This funding will complete the purchase of a Doppler Radar system for Southwest Washington and provide for the land and installation costs associated with the system.

Importance: Washington State suffers from the worst coastal radar system in the continental United States and this lack of coverage threatens lives and property in Southwest Washington. The placement of a Doppler Radar will provide more accurate and timely weather coverage to address this need.

Project Title: Northwest Straits Marine Conservation Initiative

Location:        Mt. Vernon, Washington

Purpose: This funding would be used by the Northwest Straits Marine Conservation Initiative to continue protecting and restoring the vital marine resources of northern Puget Sound and the Strait of Juan de Fuca through its unique, citizen-driven, “bottom-up” approach.

Importance: In addition to helping support local jobs at each of the seven county-based Marine Resources Committees and field-based restoration jobs, this funding will support Puget Sound fisheries and the overall ecosystem health of the region.

Purpose: This funding provides crucial social services to the many children and families in the child welfare system in Washington state. 

Importance: By focusing on the re-unification of families, providing youth with successful living skills, and helping to achieve child welfare diversion, this initiative provides important social services to children and families while helping to reduce the burden on Washington’s foster care system.  This funding will help provide a stronger safety net for the most vulnerable people in our communities, which also helps break the cycle of violence that often leads to higher crime and increased costs in our state.

Project Title:  National Methamphetamine Training and Technical Assistance Center

Purpose: This funding supports the creation of national programming and training materials for the National Methamphetamine Training and Technical Assistance Center. 

Importance: This funding will support the National Meth Center and enhance its ability to be the national resource and clearinghouse for law enforcement, treatment professionals and educators to strategically collaborate on the treatment and prevention of methamphetamine abuse.  Organized and implemented over the last two years, the National Meth Center promotes local and state intervention strategies that can be used as national program models and helps communities prevent the use and production of methamphetamines.

Purpose: This funding will improve enforcement, abate the illicit production of methamphetamine, and provide prevention, treatment, and training resources to communities working to curb methamphetamine use and production across the state.

Importance: Since its inception, the Washington State Methamphetamine Initiative (WSMI) has successfully reduced the number of illicit meth labs and dump site discoveries in Washington State and helped reduce the use of meth.  Future funding ensures that WSMI can continue this successful reduction strategy and keep more people off of this devastating drug.

Purpose: This funding will help fund infrastructure improvements to the Sheriff’s Department’s communications system. 

Importance: This project will increase public safety by allowing the Sheriff’s Department to communicate better with other jurisdictions in the Puget Sound, increasing coordination among law enforcement partners and allowing quicker and better responses to emergencies.

Purpose: This funding allows for the continuance of a broad-based coalition consisting of local and regional prevention specialists, law enforcement, prosecutors, schools, and health and community-based organizations to prevent gang involvement in Pierce County, WA.

Importance: By focusing on the importance of a collaborative, community-based gang prevention model, this funding provides at-risk youth with the skills, alternative opportunities, and social rewards necessary to reduce regional gang violence.

Project Title:  Seattle Police Forensics and Digital Imaging Infrastructure Upgrade

Location:         Seattle, WA

Purpose: This funding will set in place a digital imaging and communication network infrastructure that will support criminal and terrorist investigations, prosecutions, and provide for a regional interoperable digital imaging acquisition and distribution network.

Importance: The current Seattle Police network is outdated and impedes the admissibility of digital image evidence into court.  A new system will help facilitate adequate security and support for major critical incidents as well as provide the tools necessary for proper image capture and digital security.

Project Title:  Seattle Youth Violence Prevention Initiative
Recipient:       City of Seattle, WA
Amount:          $500,000
Location:         Seattle, WA

Purpose: This funding will support crime reduction projects in three Seattle neighborhoods with the highest concentrations of youth violence.  This funding will create community-led networks to provide outreach, youth employment and apprenticeships, and recreational opportunities to high risk youth as well as fund community school police officers and emphasis patrols.  A Web-based tool will be used to track youth participation and success in programs intended to reduce their likelihood to commit violence.

Importance: This collaborative effort between communities and law enforcement officials will improve the safety of Seattle neighborhoods and increase the likelihood that high risk youth will finish school, engage in positive activities, and become contributing members of their communities.

Purpose: This funding will help pay for a new criminal records management system in Vancouver, Washington and Clark County, Washington to replace the current antiquated system. 

Importance: This funding will help law enforcement officers in Southwest Washington be able to share information and use crime mapping technology to better collaborate and protect communities. In addition, the online system will allow citizens to file reports online and check the status of existing cases, promoting efficiency and significantly reducing overhead costs.

Purpose: This funding will install a school mapping program at all twenty four-year colleges and university campuses in Washington state.

Importance: This funding will complete the mapping of university campus facilities in Washington state to support local law enforcement and first responders in their efforts to react quickly to disasters and public safety threats, such as university school shootings.

Purpose: This funding provides for grants as well as training and technical assistance to direct-service mentoring organizations in Washington State.

Importance: These funds will be used to provide mentors to hundreds of at-risk youth through the Washington State Mentors program by providing the financial and technical support to mentoring organizations across the State.

Purpose: This funding will support Washington State University’s research into the treatment and prevention of methamphetamine and prescription drug abuse.

Importance: The Washington State University Program of Excellence in the Addictions is a leading research program that can be leveraged to further the science and understanding of drug abuse.  By enhancing its efforts to understand the science behind drug addiction, this program will help reduce the abuse of methamphetamines and prescription drugs.

Project Title:  Whatcom County 2010 Olympics Costs

Location:         Bellingham, WA

Purpose: This funding will help pay for increased law enforcement costs associated with the influx of visitors in the area travelling to the 2010 Olympic Games in Vancouver, Canada.

Importance: Based on the proximity of the 2010 Olympic Games to the Washington border, law enforcement officials will be required to work overtime to provide the additional patrol shifts, staffing, and special units necessary to ensure that security needs are met. Additionally, the 2010 Olympics Coordination Center, located in Bellingham, WA, will require additional staffing to facilitate these coordination efforts.

Project Title:  Whatcom County Multi-Jurisdictional Data Integration

Location:         Bellingham, WA

Purpose: This third phase funding allows for the Whatcom Exchange Network (WENET) to integrate its data system with U.S. and Canadian border authorities, Alaska Law Enforcement Information Sharing System (ALEISS), Law Enforcement Information Exchange (LINX) Northwest, State Regional and Federal Enterprise Retrieval System (SRFERS) and Automated Regional Justice Information System (ARJIS) on the I-5 corridor.   

Importance: WENET tracks criminal offenders from the moment they enter the criminal justice system until they are re-integrated back into the community and beyond, allowing for local, regional, and federal authorities to collaborate effectively to monitor and reduce criminal activity.

Project Title:  Whatcom County Rapid Border Prosecution Initiative
Recipient:       Whatcom County, WA

Location:         Bellingham, WA

Purpose: This funding will assist Whatcom County in paying for border-related criminal prosecutions through its “fast track” prosecution, including border “bounce back” crimes. 

Importance: Whatcom County prosecutes a disproportionately high number of crimes that occur because of its location on the border.  These funds help defray some of these local costs for apprehending dangerous criminals and preventing important homeland security cases from falling through the cracks.

Purpose: This funding will provide for an integrated public safety data communications and records system in Yakima County.

Importance: This project will improve the interoperability, security and data sharing between the 115 local, state, tribal and federal agencies in Yakima County.

Purpose: This funding supports a comprehensive initiative to assist the Yakima communities most affected by youth gang crime.  

Importance: The increase in violent gang activity has had a marked effect on Yakima County communities and schools. Federal funding will support the implementation of a comprehensive gang elimination model that uses prevention, suppression and intervention to reduce crime and build safer communities.
