Intelligence Authorization Act, Fiscal Year 1999: Committee on Intelligence was discharged from further consideration of H.R. 3694, to authorize appropriations for fiscal year 1999 for intelligence and intelligence-related activities of the United States Government, the Community Management Account, and the Central Intelligence Retirement and Disability System, and the bill was then passed, after striking all after the enacting clause and inserting in lieu thereof the text of S. 2052, Senate companion measure, after agreeing to the following amendments proposed thereto:

Next Generation Internet Research Act: Senate passed S. 1609, to amend the High-Performance Computing Act of 1991 to authorize appropriations for fiscal years 1999 and 2000 for the Next Generation Internet program, and to require the Advisory Committee on High-Performance Computing and Communications, Information Technology, and the Next Generation Internet to monitor and give advice concerning the development and implementation of the Next Generation Internet program and report to the President and the Congress on its activities, after agreeing to the following amendments proposed thereto:

Product Liability--Cloture Motion Filed: A motion was entered to close further debate on the motion to proceed to consideration of S. 648, to establish legal standards and procedures for product liability litigation and, in accordance with the provisions of Rule XXII of the Standing Rules of the Senate, a vote on the cloture motion will occur on Tuesday, July 7, 1998.

Child Support Performance and Incentive Act: Senate concurred in the amendments of the House to the amendments of the Senate to H.R. 3130, to provide for an alternative penalty procedure for States that fail to meet Federal child support data processing requirements, to reform Federal incentive payments for effective child support performance, and to provide for a more flexible penalty procedure for States that violate interjurisdictional adoption requirements, clearing the measure for the President.

Presidential Advisory Commission on Holocaust Assets in the U.S.: The Chair, on behalf of the Majority Leader, pursuant to the provisions of Public Law 105-186, appointed the following Senators to the Presidential Advisory Commission on Holocaust Assets in the United States: Senators D'Amato and Specter; and on behalf of the Democratic Leader: Senators Boxer and Dodd.

Removal of Injunction of Secrecy: The injunction of secrecy was removed from the following treaties:

Tax Convention with Estonia (Treaty Doc. 105-55);

Tax Convention with Lithuania (Treaty Doc. 105-56); and

Tax Convention with Latvia (Treaty Doc. 105-57).

The treaties were transmitted to the Senate today, considered as having been read for the first time, and referred, with accompanying papers, to the Committee on Foreign Relations and was ordered to be printed.
