ARC/THE Tunnel (New Jersey Trans-Hudson Midtown Corridor)

For construction of a 9.2-mile commuter rail extension and tunnel from Secaucus, NJ to Midtown Manhattan that provides commuter rail service to Manhattan from Morris, Somerset, Hunterdon, Union, Bergen, Passaic, Sussex, Ocean, Middlesex, Mercer, Hudson, Monmouth, Essex and Warren counties in NJ & Rockland & Orange counties in NY.  This new tunnel will more than double peak capacity from 23 trains per hour to 48 & creates expanded station capacity in Manhattan.  This project will also provide direct access to NYC subway lines, PATH & current Penn Station.  This project is vital to NJ’s and the region’s economy and will provide long-term benefits by doubling commuter rail travel between NJ & NY.

To improve existing fast ferry facilities and construct a parking garage in the harbor and downtown area of the Borough of Atlantic Highlands. The project purpose is to improve upland facilities for the ferry and provide adequate parking for commuters and for downtown revitalization.  The project will provide necessary improvements to existing fast ferry facilities and parking in Atlantic Highlands.

Building Capacity for Preventive Health and Wellness within Diverse Populations

To construct a new nutrition, youth, teen and senior center.  This project will build capacity that will directly instill healthy behaviors to over 10,000 New Jersey residents will significantly reduce their risk of diabetes, heart disease and stroke. In addition to the professional service and construction jobs, an expanded, modernized green LEED silver standard Y facility will create 80 construction and 60 permanent jobs providing fitness, health, nutrition and wellness to all with a focus on disadvantaged and disabled children and seniors.

For planning, design, and construction of streetscape improvements, sidewalks, and signage along Chevalier Avenue/Sayreville Waterfront Redevelopment Area.  Chevalier Avenue serves as the gateway to Sayreville’s Waterfront Redevelopment Area.  This project is a valuable use of taxpayer funds because, if funded, it will leverage tens of millions of dollars in funding committed by the State of New Jersey through the Turnpike Authority to fund improvements that connect to Chevalier Avenue at Exit 125 of the Parkway.  Moreover, the project will help to create a new entrance point to the Borough and its Waterfront Redevelopment Area.

Church of the Presidents Exterior Restoration Project

To restore the exterior of historic St. James Chapel, known as the Church of the Presidents.  The Church of the Presidents is the only remaining building associated with the seven U.S. presidents who vacationed in Long Branch during the Gilded Age.  Once the building is restored, it will serve as a museum and a cultural and community resource, working with the academic and cultural communities to explore the social, political, and artistic fabric of area history.  Long Branch is an urban environment with few resources through which it can explore its historic past.

For the restoration and renovation of the historic Count Basie Theatre.  As both a venue and programmer, the Count Basie Theatre is the only cultural organization of its kind serving the Jersey Shore from NYC to Atlantic City. $10 million has already been raised and expended on restorations since 2004, but the project architects advise that the long-term structural integrity of the façade is in jeopardy. Funding will supplement the organization’s fundraising and support this one but suddenly important step in a 9-Phase process, preserving the venue for cultural uses by another 80-100 years of patrons.

JFK Medical/Edison Township Intermodal Parking and Transportation Hub

To plan and build a 560-space, 4 level parking and transportation hub for the campus of JFK Medical Center in Edison.  This project will provide a secure parking facility for NJ commuters to Metropark, the busiest suburban commuter rail station in the state, which frequently exceeds parking capacity.  The parking facility will be ADA-compliant, serving both disabled commuters and hospital patients, will encourage mass transit usage, and will employ approximately 60 construction workers.

The green elements of this project are also environmentally responsible reducing the Borough’s carbon footprint and helping to protect the delicate ecosystem in our State’s shore region.

To complete the design & engineering of an oceanfront pier, high-speed ferry terminal and variety of amenity spaces.  Will create transportation infrastructure asset accessible by the entire region and provide a direct link between the Long Branch region & Manhattan.  It represents a model of sustainable development, alternative transportation & smart growth.  It will create 1200 jobs during construction and 600 full-time when operation begins.  It will positively impact the regional leisure & tourism market, enhance interstate commerce, and attract investment, residential & business development along Jersey coast.  It will also showcase the $7 billion govt. investment in the Jersey coastal beach.

For capital expenses for construction of Phase II of the Monmouth County Child Advocacy Center.  The MCCAC will significantly reduce the trauma for child abuse victims and their families.  All necessary services related to their case will be coordinated and provided at the MCCAC under one roof in a child friendly/child appropriate facility.  The services include investigation, child protection, prosecution, medical and mental health services and victim/witness advocacy.

For design engineering of the New Brunswick Bikeway in Middlesex County.  The design engineering of the New Brunswick Bikeway Project will bring this long-planned project closer to fruition. The project aims to reduce the severe traffic congestion, parking problems, and poor air quality in the City. By providing linked modes of transportation, the public has greater flexibility to commute by bike for partial or full trips. Riders will be able to travel to the train or bus without having to drive to the downtown.

To facilitate the construction of affordable housing with appropriate housing subsidies in a new mixed-use building.  Funds are necessary to arrest the decline of a neighborhood center and to provide households with greater access to a range of job and affordable housing opportunities.  Plans for development will be completed that provide aesthetic improvements and employment opportunities within an area in need of revitalization.  Funding will assist families and individuals to spend less of their annual household incomes on housing costs, and will result in site designs that encourage use of mass transit.

The parking structure will benefit regional residents and impact interstate and intermodal transportation systems. The rail line through Metuchen provides service along the northeast corridor between Boston and Washington DC. There are bus and taxi stations adjacent to the train station and the Downtown Business District is within walking distance.

Pemberton Avenue Bridge Replacement

For construction of a replacement bridge over Pl75 over the Cedar Brook in the City of Plainfield.  The current Pemberton Avenue Bridge has been identified as in serious condition and structurally deficient with weight limits posted at 6 tons.  The replacement of this bridge will result in safer, more efficient flow of traffic and enhanced driver and pedestrian safety in a heavily urban area.

Route 66 Corridor Roadway Improvements

For assessment, design and construction of operational improvements to enhance traffic safety and increase capacity.  State Route 66 is an urban principal arterial and a designated coastal evacuation route. It carries local, regional and seasonal traffic from the eastern parts of Monmouth County to State Routes 18 and 35, and the Garden State Parkway. This roadway is operating in an over-capacity condition, and is in need of significant upgrades. The requested investment of taxpayers funds will enhance safety, improve traffic flow and serve as a stimulus to the economy in and around Central Jersey.

Funding will be used for construction to repair and to slow the rate of deterioration to this structure. Funding for this project has been diverted to later years due to insufficient resources.  However, this project can be advanced to FY 2011 should Federal funds become available.  Several elements of this bridge exhibit severe deterioration, and if no significant repairs are initiated, the useful service life of this structure will be compromised.
