Congressman Peter Welch will seek appropriations for the following Vermont projects for Fiscal Year 2011. These projects reflect his overall commitment to help Vermont organizations, businesses, communities and individuals succeed, and they reflect his priorities of:

  • Making health care, energy and higher education more affordable to working Vermonters
  • Creating quality jobs for Vermonters
  • Supporting the Vermont National Guard and the men and women who have served in the armed forces
  • Developing a 21st century energy policy by supporting energy efficiency and renewable energy initiatives

1. City of Rutland
Address: 24 North Street, Rutland, VT 05701-3007
$2,750,000

This funding would support the construction of a storm water collection system in the city of Rutland. The existing combined sewer overflow system is already over capacity, resulting in flooding of the downtown business area and sewage spills into East and Otter Creeks.

2. Bi-State Primary Care Association

This funding would enable Vermont's Community Health Centers to support medical, behavioral and dental services for the growing number of uninsured and underinsured patients.

3. Vermont Army National Guard

This funding would support the planning of a National Guard readiness center, which is necessary to accommodate training exercises, equipment storage and emergency response activities. The Morrisville facility will support 137 Guard members and is slated to be completed by 2016.

4. Fletcher Allen Health Care

This funding would help Fletcher Allen improve patient comfort, reduce energy use and save money by updating the heating, ventilating and cooling system in its McClure building. The project will pay for itself in just over three years and save 724,000 kwh of electricity annually.

5. Town of Bennington

This funding would be used to expand an existing multi-use pedestrian pathway through downtown Bennington. The project's goal is to connect commercial, institutional, and civic centers of the town via an environmentally-sound transportation system.

6. Association of Vermont Independent Colleges

This funding would support member colleges' efforts to make their campuses more cost and energy efficient. It would support the exploration, design and implementation of new technologies in the retrofitting or building of new facilities.

7. NorthWoods Stewardship Center

This funding would support the completion of the NorthWoods Stewardship Center's demonstration energy systems, which include a wood-fired biomass system, a micro-hydro system and a solar hot war system. It would also fund energy efficiency retrofits of its educational building.

8. Vermont Army National Guard

This funding would provide the Army Mountain Warfare School with an all-weather, indoor training facility capable of meeting rigorous training requirements.

9. The University of Vermont Center for Sustainable Agriculture

The Farming for a Food Secure Vermont project would address food security and farm viability in Vermont by engaging in outreach, research and policy. The project would assist in creating direct links between farms and the food insecure, establishing a consumer education program focused on Vermont-grown foods and identifying ways to increase the use of local food in state programs targeting the underserved.

10. South Burlington Police Dept

This funding would support technology improvements for the South Burlington Police Department's new county-wide interoperable communications center, training facility and emergency operations center to improve public safety efforts. The space would be open to local police agencies, nonprofit groups and community organizations.

11. Bellows Falls Village Corporation

This funding would support Bellows Falls' ongoing effort to determine the feasibility of a geothermal energy system to meet the village's energy needs.

12. The Upper Valley Haven, Inc.

This funding would enable Upper Valley Haven to provide around-the-clock services at its family and adult shelters, while expanding program offerings.

13. Vermont Army National Guard

This funding would be used to improve and update training facilities at the Ethan Allen Firing Range. These improvements would improve the target system, the impact area and reduce the overall environmental impact of the facilities.

14. Institute for Energy and the Environment at Vermont Law School

This second phase of funding would support Vermont Law School's Institute for Energy effort to study consumer protection elements related to smart grid technology and address key smart grid issues in Vermont.

15. Town of Wilmington

This project would replace a 50 year-old parking structure with a new parking garage for Wilmington's highway department.

16. Addison County Regional Planning Commission

This program would develop a statewide electric vehicle charging network and create an electric vehicle demonstration program operated by the Vermont Association of Planning and Development Agencies.

17. Rutland Regional Planning Commission

This project would construct the first segment of a two-mile long, ten-foot wide, paved multi-use path across the city of Rutland. The route will connect many of the city's schools, businesses and parks and provide bike, pedestrian and recreational access across the city.

18. The University of Vermont

This project would replace all exterior light fixtures at the University of Vermont – both metal halide pole fixtures and "Code Blue" emergency phone devices – with LED light bulbs, reducing energy costs by 40-50 percent.

19. Vermont Army National Guard

This funding would outfit the Ethan Allen Firing Range with a soldier support center to provide personal services to National Guard members recuperating from training. It would also provide computers and phone access to help soldiers communicate with family and friends.

20. City of St. Albans

This funding would assist St. Albans in the second phase of its ongoing downtown improvement project. This phase of the streetscape project would include new LED streetlights, stormwater control landscaping, and widened sidewalks.

21. Vermont Technical College/Technology Extension Division (Vermont State Colleges)

This project would leverage existing Vermont Technical College resources, business experts, state and non-profit partners and other educational institutions to develop and deliver a Smart Grid curriculum to apprentices, college students, and employees of interested utilities.

22. Town of Brattleboro

This funding would support the replacement of Brattleboro's Sunset Lake Bridge. The bridge is listed as structurally deficient and in poor condition.

23. City of Barre

This funding would support the rehabilitation of certain sections of a 100 year-old, overloaded sewage system in the city of Barre. The repairs are meant to preempt the very real possibility of raw sewage floods on North Main Street and into the Winooski River.

24. Vermont Manufacturing Extension Center

This funding would help small manufacturers across New England make use of the newly developed "turn-key rapid production system" to increase business and create manufacturing jobs.

25. Burlington Police Department

This funding would support the creation of a Computer Aided Dispatch and Records Management System to help the Burlington Police Department cut costs and improve public safety.

26. Bellow Free Academy Union High School District #48

This funding would renovate an 80 year-old auditorium which lacks adequate space for performing arts programs, sufficient storage areas, bathroom facilities or satisfactory seating.

27. Association of Vermont Independent Colleges

This funding would support the 17-member Association of Vermont Independent Colleges' effort to reduce costs through increased collaboration and consortia development.

28. Town of Marshfield

This funding would help the town of Marshfield convert the heating system in its community center from oil to wood pellet-fired. The project would create a demand for 30.5 tons of locally-produced wood pellets – replacing 4,500 gallons of oil and saving taxpayers $3,345 a year.

29. Rutland City Police

This funding would upgrade and improve the Rutland City Police Department in-car camera system to assist officers in fighting crime.

30. The Institute of Medical Humanism

This funding would support research and development of best practices to help families facing decisions about end-of-life care. Research would focus on improving communication between patients, family members and physicians to more effectively clarify patients' needs and goals.

31. Vermont Army National Guard

This funding would facilitate the construction of an indoor, simulated urban combat training center. The facility would allow National Guard members to train in a real-world, live-fire environment to prepare for upcoming deployments.

32. Town of Hartland

This funding would construct an intersection at the junction of two state highways, connecting Hartland's commercial district, elementary school, recreation center, municipal offices and residences.

33. Mercy Connections

This funding supports Mercy Connections' Justice Programming, which works with non-profits, adult treatment courts and the criminal justice system to reduce recidivism, provide substance abuse treatment and offer educational programs to at-risk individuals.

34. Vermont Technical College

This funding would improve Vermont Technical College's nursing programs across the state through the acquisition of necessary instructional equipment.

35. Village of Johnson

This funding would support the installation of a solar photovoltaic array to power the village of Johnson's municipal wastewater treatment facility. The project would generate renewable energy, reduce the electrical load needed for the plant and save ratepayers money.

36. YWCA Vermont and Vermont Works for Women

This funding would provide support to girls in Chittenden, Addison, Franklin and Grand Isle counties who are struggling to succeed in school. The Vermont Works for Women program would provide opportunities to earn credits in math, English, and physical education, while teaching critical life and career skills. The program is designed to increase graduation rates and enrollment in technical education programs, while decreasing crime.

37. Village of Northfield

This funding would support the village of Northfield's efforts to revitalize its town common. The project includes rehabilitating the common's sidewalk system, rebuilding the street, installing permanent curbing, moving utility cables underground and installing energy efficient lighting.

38. Northern Forest Canoe Trail

This funding would support the continuation of NFCT's innovative youth outdoors programs, which provide underprivileged young people with healthy choices, leadership and teamwork skills and a meaningful connection with the outdoors.

39. Albany College of Pharmacy Vermont Campus

This funding would support the Albany College of Pharmacy's acquisition of educational equipment for its new campus in Colchester. The new campus fills a growing need in Vermont for pharmacists to improve rural health care delivery.

40. Randolph Area Community Development Corporation

This funding would support the design and planning of a new district energy system for the town of Randolph. Fueled by locally-sourced woody biomass, the system would provide heating to existing municipal, institutional, manufacturing, commercial and residential properties in the village and industrial zones. Excess electrical power produced in the system would be sold under the new Vermont Village Green Renewable Pilot Program.

41. Vermont Army National Guard

This funding would enable the Vermont Guard to acquire two track-mounted, hydraulic-controlled excavating systems (HYEX). The HYEX provides rapid excavation for construction and repair of runways, roads and trails. It will facilitate excavation for horizontal construction projects in support of military and other objectives.
