Bob believes that all children have the right to breathe clean air, drink clean water and live in a clean environment! He is also committed to protecting our nation’s natural treasures – from California to Alaska and across the country – for future generations.

Bob is also working to provide the same environmental protection for neighbors of military bases that the rest of our community enjoys. He has introduced H.R. 672, the Military Environmental Responsibility Act. This legislation requires the Department of Defense to fully comply with Federal and State environmental laws. Military exemptions from requirements and enforcement provisions under environment, public safety, and worker protection laws harm the environment and human health!

Environmental Issues of Border Communities

As "California's Border Congressman," Bob is fighting for environmental policies that address the unique challenges in border communities. That means fostering more effective cooperation between the U.S. government, Mexico and local leaders in order to combat bi-national pollution and clean up Mexican sewage flowing into our communities through the New River, the Tijuana River Valley and other waterways.

Many of our communities are experiencing high levels of air pollution and record-level asthma rates - this is unacceptable! Bob has been fighting to reduce the amount of air particles and other pollutants that contribute to asthma and other allergies.

Bob has sponsored H.R. 677, the FAIR (Foreign Air Impact Regulation) AIR Act of 2009. The FAIR AIR Act says that if pollution from another country causes a U.S. county not to be able to meet air pollution regulations, then the Environmental Protection Agency and the Secretary of State should work together to lower the pollution!
