OVERSIGHT HEARING ON PROJECT DELIVERY AND STREAMLINING
APRIL 29, 1999

Good Morning. I would like to welcome today's witnesses and thank them in advance for their testimony on project delivery and streamlining. This is one of two hearings planned by the subcommittee on this topic.

One ofthe provisions that we will focus on today is Section 1309 of TEA 21, which requires the U.S. DOT to establish a coordinated environmental review process for highway projects in order to encourage timely consideration of the environmental impacts of a proposed project, while reducing conflicts and delays.

When these provisions were included in TEA 21, I think the Congressional intent was clear. We wanted to improve the timeliness of project development, while at the same time ensuring the strong protection of our environment.

We were clear in what we wanted -- a new and improved process. I am hopeful that today's hearing and the hearing with Administration officials on May 20th will give us a better understanding of how th agencies plan to meet the goals of these provisions. I look forward to hearing today's witnesses.
