Project: East Prairie Stormwater and Sewer Infrastructure
Recipient: City of East Prairie, Missouri

Amount: $200, 000
The drought of 2007 caused much harm to the City of East Prairie’s water diversion system. Box culverts throughout the town, which relay rainwater from the city’s streets to the drainage ditch east of town, have begun to collapse because of the shifting of the soil attributed to drought conditions. The collapsing culverts have also rendered several of East Prairie’s roadways unusable. The system must be repaired to prevent further damage to the city’s infrastructure. I hereby request $200,000 for the construction of a new drainage system for the City of East Prairie, Missouri.

Mark Twain National Forest Language Request
In the fight to end our reliance on foreign oil, not fully utilizing the resources of our forests is comparable to fighting with one arm tied behind our back. In particular, businesses and industries in the Mark Twain National Forest located in close proximity to the major metro areas of St. Louis, Memphis, and Kansas City are prepared to work with Federal, state, and local interests to develop the infrastructure necessary to implement sustainable energy projects that responsibly use the forest’s resources. The Forest Products industry is struggling. The recession and housing crisis have impacted many industries, few of them more dramatically than those which make a living off the forests. The language below would allow a struggling region and industry to pursue new opportunities and contribute to our nation’s goal of increased energy independence with a committed Federal partner.
FY 2010 Emerson Request: The Forest Service should consider all contract methods for implementing sustainable, biomass energy projects proposed on the Mark Twain National Forest, including stewardship contracting authority provided under Section 323 of Public Law 108-7, and utilize available agency funding to accomplish this objective.

Project: Methamphetamine Prevention, Mark Twain National Forest

Amount: $2 million
Methamphetamine production and distribution have been an epidemic in the Mark Twain National Forest (MTNF) for nearly a decade now. In more recent years, the Mark Twain National Forest has had the highest number of methamphetamine labs and dumpsites among all National Forests. The law enforcement officers within the MTNF have made significant progress in combating the meth problem in the past few years. However, they simply lack the resources to stop methamphetamine production and distribution within the forest. Therefore, I respectfully request $2,000,000 for law enforcement purposes within the MTNF.
