Project: Bois Brule Drainage and Levee District, Missouri

Amount: $14,547,000
The Bois Brule project is essential to the protection of the homes, jobs, and economic lifeblood of the people of Perry County, Missouri. The completion of this project will ensure that the infrastructure is in place to mitigate the severity of flood events in this area of Perry County, which includes several industrial sites, the Perryville Airport, and the only highway and bridge access to Illinois between St. Louis and Cape Girardeau, Missouri. The existing levee project is located on the right bank of the Mississippi River and is predominantly in Perry County, Missouri but has a small portion in Randolph County, Illinois. The existing project consists of 33.1 miles of levee, 339 relief wells, and 4 pump stations. Correction of design deficiency to restore the authorized level of protection requires additional under seepage control measures in the form of relief wells and seepage berms, additional pumping capacity, and restoring the elevation of the levee in some locations. In Fiscal Year 2010, $14,547,000 is necessary to ensure this project may be completed on schedule in 2011. The Fiscal Year 2010 funds will be used to award contracts for a pump station, south berm and ditching, and complete the design of pump stations, and construct relief wells.

Project: Cape Girardeau (Floodwall), Missouri

Amount: $2,910,000
The area protected by the Cape Girardeau Flood Protection Project lies within the corporate limits of the City of Cape Girardeau, Missouri. In a periodic inspection report published in April of 2002 several major deficiencies were identified. An amount of $2,910,000 could be used in Fiscal Year 2010 to ensure this project may be completed on schedule in 2010. The funds would be used for pump station work, soil stabilization, and floodwall work.

Project: Caruthersville Harbor, Missouri
Recipient: U.S. Army Corps of Engineers – Memphis District

Amount: $1,200,000
While the President’s Fiscal Year 2010 budget request has yet to be released, the performance of necessary maintenance dredging at this harbor is much needed. Without ample funding, the viability of navigation and commerce at this river community will be severely hindered. In Fiscal Year 2010, $1,200,000 is necessary to ensure that adequate dredging and maintenance can be completed.

Project: Charleston, Missouri (Section 205)
Recipient: U.S. Army Corps of Engineers – Memphis District

Amount: $100,000
I would respectfully request that $100,000 of the Committee recommendation for Section 205 Small Flood Control Projects be made available to complete a feasibility study to investigate potential solutions to alleviate flooding in this area. These funds are important to ensure the completion of the study in 2010

Project: Clearwater Lake, Missouri

Amount: $4,117,000
Clearwater Lake is located in Wayne County, Missouri. The land and lake usage has intensified and diversified over the years, with the current water control plan not always matching the needs and desires of the users of the basin. I ask that you include $4,117,000 in Fiscal Year 2010 to be used for scheduled operations and maintenance activities.

Project: Clearwater Lake, Missouri (Seepage Control)

Address: 700 West Capitol, Little Rock, Arkansas 72203
Amount: $40,000,000
Clearwater Dam in Southeast Missouri is an earthen dam 4,225 feet long and 154 feet high. Prior to Fiscal Year 2005, O&M; funds were reprogrammed to continue dam safety/major rehabilitation studies to perform foundation grouting for sinkhole repair. In Fiscal Year 2009 funds would be used to further construction activities on the major rehabilitation project. I respectfully request $40,000,000 be included in the Fiscal Year 2010 Energy and Water Appropriations bill for this project.

Project: Little Black Ditch - Ripley County, Missouri

Amount: $ 100,000
I would respectfully request that $100,000 of the Committee recommendation for Aquatic Ecosystem Restoration (Section 206) be made available to conduct a study to investigate potential solutions to combat erosion problems for the Naylor Drainage District. These funds are important to ensure completion of the study in 2010.
Project: Little River Diversion, Dutchtown, Missouri

Amount: $1,635,000
I would respectfully request that $1,635,600 of the Committee recommendation for Section 205 Small Flood Control Projects be made available to fully fund design and construction on the Little River Diversion in Dutchtown, Missouri. These funds will help to ensure the project is completed on schedule in 2010.

Project: Mississippi River Levees, AR, IL, KY, LA, MS, MO, and TN (Construction)

Amount: $6,000,000
The Mississippi River Levee System provides a great deal of protection to our district. The levees in Linda, Missouri and Stewart, Missouri are at risk of failure unless relief wells are constructed to ease the stress on the levees. Therefore, I am requesting $6,000,000 for the construction of relief wells in Linda, Missouri and Stewart, Missouri for Fiscal Year 2010 which are located along the Mississippi River Levee System.

Project: Mississippi River Levees, AR, IL, KY, LA, MS, MO, and TN (Operations & Maintenance)

Amount: $2,565,000
The Mississippi River Levee System provides an invaluable level of protection for the residents that live nearby. For Fiscal Year 2010, I am requesting $750,000 to conduct the repair of the outlet channel scour at the St. John’s Bayou in Missouri. I would also like to request an additional $1,815,000 to conduct construction, engineering, design, management and operation of one pumping station in Missouri, and for flood fighting activities.

Project: New Madrid Harbor, Missouri (Mile 889)
Recipient: U.S. Army Corps of Engineers – Memphis District

Amount: $250,000
The New Madrid Harbor is located at the Mississippi River Mile 889 adjacent to the city of New Madrid, Missouri. The New Madrid Harbor requires periodic dredging to keep the harbor open to commerce. An amount of $250,000 could be used in Fiscal Year 2010 for maintenance dredging.

Project: New Madrid County Harbor, Missouri

Amount: $420,000
This river port is in dire need of dredging and maintenance to so it can efficiently continue to operate. Adequate funding for New Madrid County Harbor is vital to ensure the viability of navigation and commerce at this river community is not compromised. I am respectfully requesting $420,000 to ensure that adequate dredging and maintenance can be completed in Fiscal Year 2010.

Project: Oran, Missouri
Recipient: U.S. Army Corps of Engineers – Memphis District

Amount: $100,000
The small community of Oran, Missouri has been plagued by the flooding of Crooked Ford Creek. The creek bisects the community, and when there is a considerable amount of rain property is damaged and the ability to travel through the community is compromised. Therefore, I am requesting $100,000 from the Fiscal Year 2010 Energy and Water Appropriations bill. The funding would be used to initiate feasibility studies addressing the clearing, snagging, and removal of obstructions in the Crooked Ford Creek.

Project: Southeast Missouri Port, Missouri (Mississippi River)

Amount: $283,000
The performance of necessary maintenance dredging at this port is essential to ensure the viability of navigation and commerce at this river community. I respectfully request $283,000 to ensure that adequate dredging and maintenance can be completed in Fiscal Year 2010.

Project: St. Francis River and Tributaries, AR & MO
Recipient: U.S. Army Corps of Engineers – Memphis District

Amount: $12,200,000
The St. Francis River and Tributaries System protects a significant region of my district from flooding. For Fiscal Year 2010, I am requesting a total of $12,200,000 to go towards several projects in my district from the Energy and Water Appropriations bill. Specifically, I request $1,500,000 to conduct surveys for future maintenance items; $600,000 for the Grade Control Structure at Powe, Missouri; $750,000 for Ditch 281-9 Channel clean-out; $500,000 for gravel resurfacing for the Elk Chute West Levee; $1,000,000 for the West Basin Levee Culvert Replacement; $3,100,000 for the South Levee Setback, Reach 1 in Elk Chute, Missouri; and $4,750,000 for engineering, design, construction management and repairs to the Flood Control System.

Project: St. John’s Bayou & New Madrid Floodway, Missouri

Amount: $200,000
My late husband, Bill Emerson, worked for many years to authorize and secure funding for this flood control project that is vital to thousands of Southeast Missouri residents, especially those who live in the Enterprise Community of East Prairie, Missouri. Completion of this critical project is necessary to relieve the residents of East Prairie and the surrounding communities of persistent annual flooding that continues to threaten personal safety, destroy property, and limit the growth potential of the community. In an effort to conduct additional NEPA activities, $200,000 could be used in Fiscal Year 2010.

Project: Wappapello Lake, Missouri

Amount: $24,698,000
The routine operation and maintenance of the project’s recreation, natural resources management, and flood damage reduction missions require $2,998,000. Dam modifications have resulted in state and county road flooding at a greater frequency. An additional amount of $21,700,000 could be used to complete the repairs to the Flood Control Service Gates, finalize the design of remaining phases of HWY D-5 relocation, and the continuation of U.S. HWY 67 construction. Adequate funding in Fiscal Year 2010 will be necessary to ensure this projected is completed on schedule in 2012.
