Project: Imaging System for Launch Vehicles

The National Aeronautics and Space Administration (NASA) selected the University of Missouri Science and Technology to develop a handheld millimeter wave imaging system capable of real-time and one-shot image production of complex composite structures used in launch vehicles, launch structures, and future space-based habitat structures. The system is designed to create a three dimensional image of the structure on an LCD display. This project would allow a single astronaut to conduct a detailed examination of the integrity of space vehicles and other space structures. The system will be able to slice the image and analyze various depths into the structure. As with many NASA projects, there are many applications of the device on Earth as well. Accordingly, I am requesting a Fiscal Year 2010 grant in the amount of $4,000,000 to the University of Missouri Science and Technology to provide for the development of a handheld millimeter wave imaging system to be delivered to NASA.

The Mineral Area Drug Task Force (MADTF) brings together local police administrators in a long-term enforcement effort to combat the impact of methamphetamine on rural communities. This unit is comprised of Task Force Officers and Missouri State Highway Patrol Troopers. MADTF provides an invaluable service in the form of assistance to numerous agencies. They are able to utilize undercover officers in a very large area and achieve results not possible for small police departments. In an effort to support their continued success, I respectfully request $201,090 for Fiscal Year 2010. This funding will be used to cover overtime costs, equipment, supplies and other related expenses.

Project: SEMO NASV

The Southeast Missouri Network Against Sexual Violence (SEMO NASV) provides services to over 700 adult and child victims of sexual and physical abuse. The organization serves a 10 county region in Southeastern Missouri. It plays a vital role in the process of convicting sex offenders, provides counseling and other services to victims. Unfortunately, many victims of sexual and physical abuse in the Bootheel of Missouri are unable to use the services of SEMO NASV because they cannot travel the sometimes 90 miles to reach the facility in Cape Girardeau, Missouri. These services of SEMO NASV are much needed in the Bootheel and the organization requires federal funds to equip an office in the region to provide assistance to victims and law enforcement. Accordingly, I am requesting $200,000 for Fiscal Year 2010.

The production and distribution of methamphetamine has reached crisis levels. In 2008, Missouri led the nation in methamphetamine lab incidents. The youth in my District are in great peril from this plague, and our hard-working law enforcement officials need additional help to fight it. The South Central Missouri Drug Task Force is a multi-jurisdictional task force covering twelve counties. It is comprised of ten sheriff’s departments, 20 municipal police departments, the Missouri Highway Patrol, the Missouri State Water Patrol, the Missouri Department of Conservation, the United States Forest Service, and the United States Park Service. This task force, in existence since August of 1998, has made great strides in fighting the spread of drugs in Southern Missouri. In order to carry on this important work, this task force is in need of funds to pay for overtime costs, technical equipment and supplies. Therefore, I am requesting $250,000 in Fiscal Year 2010 for the South Central Missouri Drug Task Force.

Methamphetamine has contributed to the plague of violent and drug-related crime throughout the nation, and Southern Missouri faces tremendous challenges in stopping the production as well as the use of this deadly drug. Both activities endanger our children primarily by exposing them to drug addiction, neglect, and violence. For these reasons, I support the Southeast Missouri Drug Task Force and remain concerned that it does not have the funding needed to perform its important work. As of Fiscal Year 2010, the Task Force has 14 officers and one Intelligence Analyst assigned to the unit. Federal assistance is the only source of funding for overtime costs, equipment, supplies and other related expenses. Accordingly, I am requesting a total of $202,500 for the Fiscal Year 2010.

Project: Visual Intelligence Tool for Mineral Area Missouri Law Enforcement

Increasingly law enforcement agencies are using new visual intelligence tools that permit users to instantly see up to 12 different views of any feature in their jurisdiction. By accessing an image library, law enforcement are able to see full color aerial imagery and geo-spatial information. These images reveal the front, back, and sides of an object rather than just the top view. This capability allows law enforcement to view and analyze any structure from their laptop, workstation, or mobile device. This technology would be valuable for search, raid, and seizure planning as well as coordination for search and rescue operations. I respectfully request $697,000 for a project to span a three county region in Southern Missouri for the Fiscal Year 2010.
