Kitsap County is situated between the urban centers of Tacoma and Seattle to the east and the wilderness areas of the Hood Canal and Olympic Peninsula to the west.  Breathtaking views of the Olympic and Cascade mountain ranges bookend the Kitsap Peninsula and its proud Navy tradition.  As a Kitsap County native, Norm grew up in Bremerton, where his father worked in the Puget Sound Naval Shipyard and his mother lived her entire life.

Revitalizing Downtown Bremerton
In 2002, the City of Bremerton embarked on a comprehensive revitalization project in its downtown core, and Norm has been actively engaged in the effort to grow this vibrant, livable, waterfront city.  The Bremerton Tunnel, currently under construction, will help reduce vehicle congestion exiting the ferry terminal and create a safe, pedestrian-friendly downtown.  The tunnel is complimented by the renovated Historical Museum and attractive Harborside Fountain Park.  Additionally, Norm has been instrumental in restoring the Admiral Theater, the Bremerton Public Library, and the Kitsap Community Resources Center.  He has supported the Kitsap Consolidated Housing Authority in its effort to provide affordable housing.  The revitalization of downtown Bremerton is progressing rapidly, and Norm will continue to work with public and private partners to improve the city’s economic stability and quality of life. 

A Strong Defense     
Naval Base Kitsap is home to a large number of Navy installations and support facilities, including Naval Station Bremerton, Navy Submarine Bases Bangor and Keyport, Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Naval Magazine Indian Island, and Bremerton Naval Hospital.  Norm has been an ardent supporter of the Navy as Vice Chairman of the House Defense Appropriations Subcommittee.  He has helped secure funding for a host of military projects in the region, recently to include a new carrier maintenance complex and loading pier at Bremerton, a production and storage complex at Bangor, and a new entrance to Puget Sound Naval Shipyard.  Norm is a frequent participant in the Bremerton Chamber of Commerce Armed Forces Day Parade, where the community comes together to honor and recognize our men and women in uniform.  Norm is committed to ensure that our service members, their families, and our veterans are well cared for at all times. 

A Working Community
Kitsap County relies on Washington State Ferries for travel throughout the Puget Sound.  Knowing the importance of the State’s ferry fleet to Kitsap County, Norm has secured federal funding for the purchase of fast, passenger-only, ferries to help support commuters to and from work and play.  Norm has also committed to work with Senator Murray to develop a passenger-only ferry route through Rich Passage that will not damage the shoreline and its fragile ecosystem.  In addition to a working transportation system, Norm is committed to public safety.  Beginning in 2004, he has helped the Kitsap County Sheriff’s Department purchase Integrated Biometric Identification System (IBIS) technology, which allows law enforcement to ID criminal suspects in the field.  In the area of education, Norm has worked tirelessly to bring the National Guard Youth Challenge Program to Kitsap County.  The program targets at-risk youth who have dropped out of high school, and the structured environment gives them a second chance to earn a high school diploma while improving life skills and self confidence.  The new facility will be located at the Bremerton Readiness Center, where ground was broken in March of 2008.  The first class of Youth Challenge students is expected to graduate in June of 2009.  The National Guard Youth Challenge Program honored Norm at their annual Challenge Champions Gala for his advocacy efforts.

Norm represents the southern half of Kitsap County.
