Project Name:  Bill Language:  Center for Island Sustainability

Recipient:  Barrigada Complex - Guam Army National Guard

Project Description/Value:

The provision authorizes support for the Center for Island Sustainability (CIS) at the University of Guam.  The CIS will play a critical role in research and development of sustainability concepts that will provide solutions to impacts from the military build-up.  The CIS will also act as a clearinghouse of information for the region.  CIS will collaborate with industry, government and other non-governmental organizations to facilitate solutions to mitigations or issues that arise during the military build-up.  Moreover, the language will allow CIS to develop a curriculum in the field of sustainability studies.  Finally, the provision authorizes the Secretary of Defense to use mitigation funding, in-lieu fees and other Department of Defense funding to support the initiatives of CIS.

Project Name:  Bill Language: Special Authority to Assist Guam Military Growth Community

Project Description/Value:

The provision is based off authorities from Public Law 93-552, the Military Construction Authorization Act for 1974 and Public Law 95-480, the Departments of Labor and Health, Education and Welfare Appropriations Act of 1979.  The authorities contained in these laws provided the Department of Defense with specific and special authority to fund civilian infrastructure projects in Bangor, Washington with the growth of the Trident submarine facilities in the remote area.  The provision would require the Secretary of Defense to exhaust funding sources from other federal departments and agencies before budgeting Department of Defense funding for civilian infrastructure outside the gate.  The provision also authorizes the Department of Defense to transfer amounts of unobligated balances to other federal departments or agencies that can accept such funding and obligate on civilian infrastructure projects that support and sustain military realignments.

Project Name:  Socioeconomic and Environmental Sustainability Baseline Study for Guam Military Build-up at University of Guam

Project Description/Value: 

The project would fund a baseline study on the existing cultural, environmental and economic conditions prior to military build-up on Guam.  The study will better assist the Department of Defense and other federal departments and agencies in understanding the true impact of the military build-up on Guam.  The study will catalogue Guam’s current cultural, environmental and economic resources so that new baseline models can be established to better determine future trends that will impact these areas.  The dramatic changes that will accompany military build-up on Guam have already begun to affect Guam in many ways and in order to truly understand the many impacts of a rapid build-up and influx of military and non-military personnel it is vitally important that a baseline be established for comparison.  Given the concerns about the methodology of the Department of Defense in Draft Environmental Impact Statement the study could provide better data that would lead to a better analysis of the impacts of the military build-up on Guam as well as any future impacts of the sustained military presence on Guam.

Project Description / Value:

The project will provide a venue to assist Guam National Guard units in effectively processing soldiers for deployment and for training purposes.  Unit readiness and training objectives are hampered due to a non-existent assembly hall.  Large assemblies for Command briefs and post deployment must be conducted at various locations on Guam for Guam National Guardsmen and their families to easily reach and are not within the civilian community.  Such locations do not provide adequate privacy for post deployment screenings, nor provide immediate access to other Army National Guard Facilities.  The new readiness center will be critical to the family readiness aspects and requirements that need to be fulfilled by the Guam National Guard.  If the facility is not constructed in a timely fashion then it will negatively impact troop readiness, health and morale.

Project Name:  U.S. Naval Sea Cadet Corps

Project Description/Value:

The program is focused on the professional development of youth ages 11-17, serving almost 9,000 Sea Cadets and adult volunteers in 387 units country-wide.  It promotes interest and skill in seamanship and aviation, while instilling qualities that mold strong moral character in an anti-drug and anti-gang environment.  Summer training onboard Navy and Coast Guard ships and shore stations is a challenging training ground for developing self-confidence and self-discipline, promotion of high standards of conduct and performance and a sense of teamwork.  Funds will be utilized to "buy down" the out-of-pocket expenses for training to $125/week.  The Naval Sea Cadet Corps instills in every Cadet a sense of patriotism, courage and the foundation of personal honor.  A significant percent of Cadets enlist in the Armed Services often receiving accelerated advancement, or obtain commissions.  The program has significance in assisting to promote the Navy and Coast Guard, particularly in those areas of the U.S. where these Services have little presence.  Accessions related to this program are a significant asset to the Services.

Project Name:  Bill Language: Reauthorize Travel Reimbursement Authority for Selected Reserve for IDT

Project Description/Value:

The provision would re-authorize the Secretary of a military service to reimburse members of the Selected Reserve serving in specialties designated by the Secretary for travel expenses when that travel while performing inactive duty training or unit training assembly duty is outside the commuting limits of the member’s station and the training is necessary to maintain mission readiness.  This section would also specify that the amount that may be reimbursed for such training may not exceed $300.  The provision was initially authorized and established as section 631 of Public Law 110-181.  Furthermore, the provision for the FY11 NDAA would be extended by five years and terminate December 31, 2015.  Finally, the provision waives the 150-mile “local commuting distance” requirement under the Joint Federal Travel Regulations U7160 so that a reduced commuting distance may be authorized in cases where travel by automobile is not feasible.

Project Name:  Joint Cargo Aircraft

Project Description/Value:

The request supports full funding of 8 C-27J, Joint Cargo Aircraft, for the Air Force under the Procurement line.  This request is in support of the President’s Budget for the Joint Cargo Aircraft (JCA) program and is not to be interpreted as requesting an authorization of appropriations above the amount in the President’s Budget. The JCA program was established to correct operational shortfalls to cargo mission requirements, provide commonality with other aviation platforms, and replace multiple retiring aircraft systems. This aircraft addresses these shortfalls, and replaces retiring C-23s, and selected C-12s. A cargo aircraft is ideally suited to move time-sensitive, mission-critical supply parts, equipment and personnel over extended distances. The JCA will have a payload interoperability with the C-130 aircraft and the CH-47F. This requires a payload capability of at least 6,000 pounds (lbs) of cargo allowing trans-loading to a CH-47F and fully supporting the Brigade Combat Team (BCT) missions. The aircraft must be capable of transporting, as a minimum, three 463L pallets. The JCA will bypass unsecured lines of communication and deliver routine sustainment items directly to forward supply bases. The JCA will have a robust takeoff and landing capability and be able to operate into and out of unimproved landing areas. The dimensions of the Future Force joint tactical area or the operational area of the ground force commander will severely limit the usefulness of rotary wing aircraft in re-supply missions. The distances are too great for effective use of helicopters. The JCA, with its extended range and speed, will meet time sensitive mission critical needs of the Future Force. The JCA will easily cover these distances and free the rotary-wing fleet for their primary tactical missions. The JCA will provide a multi-mission, multi-functional platform for the commander’s use in accomplishing the mission. The JCA program is critical to ensuring that our warfighters in theaters of operation have access to immediate airlift capability.  Any delays or cuts to the JCA program would unnecessarily harm the warfighter’s readiness.

Project Name:  90’ Range Support Vehicle

Project Description/Value:

The project will support the Navy’s Pacific Missile Range Facility (PMRF) which currently has two, very used, wooden hull, Torpedo Recovery Boats.  These current vessels are each approximately 40 years old and are at the end of their functional service life.  Despite an aggressive and costly maintenance program, these craft have developed large areas of rot, which will require extensive replacement.  Also, due to the older after-deck design of the rollers and ramp, new test vehicles have experienced significant damage during retrieval.  The requested project for a new Range Support Vehicle, with its Advanced Multi-Mission Launch and Recovery System, will be capable of executing existing and additional mission assignments, to include lost weapon search, instrument deployment, equipment and personnel transfer, weapon trans-shipment, open ocean retrieval, assistance for U.S. Cost Guard Search and Rescue, and development support for special vehicles and classified programs associated with anti-submarine warfare.  The Navy has approved an Operational Requirements Document (ORD), which outlines the critical characteristics, capabilities, and equipment requirements for the craft.  The new Range Support Vehicle would support other programs like the MK48, MK48 ADCAP, MK50, and MK46 torpedoes; MK30 Mobile Target, and towed (TOSS) targets; CAPTOR and SLMM Mines; and special projects including Undersea Warfare Vehicles (USW/UUVs).  The vehicles also serve a secondary mission as range security patrol craft in support of operations on range and also provide support for range maintenance and upgrades.  These additional vessels are critical to maintaining the highest levels of readiness at the PMRF.

Project Name:  Construct Base Library

Recipient:  Andersen AFB Headquarters

Project Description/Value:

The project will provide for a venue for Andersen Air Force Base (AAFB) personnel to meet their education, training and readiness requirements.  The current library facility at AAFB is substandard and inadequate for base library functions.  The new facility will contain all circulation and reference materials along with offices for library administration and will include a children's reading room and study/conference rooms.  As we progress into the 21st century, the current facility continues to drain funding streams and limit learning capability.  Continuous water leakage continues to damage publications and equipment.  Additionally, current facility infrastructure inhibits learning outcomes because of limited internet access and inadequate display areas for up to date materials.  The new library will provide a world class learning environment  that our Armed Forces deserve and is essential for base personnel to begin or continue higher education/professional military education.
