Forbes’ Motion to Prevent Terrorists From Being Transferred to the U.S. Adopted by House

Washington, May 28 - Congressman J. Randy Forbes (VA-04) today offered a motion during debate of the National Defense Authorization Act on the floor of the House of Representatives to prevent the transfer of terrorists from Guantanamo Bay, Cuba to the United States. The motion was adopted by the House by a vote of 282 to 131, and passed as a part of the National Defense Authorization Act.

Specifically, the Motion to Recommit:

  • Ensures that none of the funds appropriated in this act would be used to transfer, release, or assist in the transfer or release to the United States of any individual detained at the United Sates Naval Station in Guantanamo Bay.
  • Expands the scope of the investigation into the “John Adam’s project” by the Inspector General of the Department of Defense, beyond the exclusive jurisdiction of the DOD IG to determine whether any laws of the United States were broken.

The motion to recommit was offered “forthwith,” meaning that when the House adopted the motion, the measure remained on the House floor and the committee immediately reported the bill back to the House with the amendment contained in the instructions of the recommittal motion.
