Championing the Benefits of Military Modeling and Simulation


Congressman Forbes, co-founder of the Congressional Modeling and Simulation Caucus, attended a hearing on the use of modeling and simulation in enhancing military readiness. The hearing was requested by Congressman Forbes earlier this year as a way to provide an opportunity for members of the Committee to hear from M&S leaders on how the technology can revolutionize the U.S. military. Senior military leaders discussed ways the Department of Defense is using M&S to improve training and reduce costs. View the full hearing here.


 
Increasing Oil Spill Prevention and Response Capabilities

Congressman Forbes supported the Federal Oil Spill Research Program Act (H.R.2693), which directs the President to establish the Federal Oil Spill Research Committee as an interagency committee coordinating a comprehensive federal oil spill research program.
This bill passed the House by a voice vote.


 
Reducing Government Waste

Congressman Forbes supported the Improper Payments Elimination and Recovery Act of 2010 (S.1508), which works to cut down on wrongful payments made by government agencies.  This legislation improves upon a similar 2009 bill by creating more aggressive oversight and funding recovery processes.
This bill passed the House by a vote of 414-0.
Labor

Improved the competitiveness of U.S. manufacturers.  Congressman Forbes supported the U.S. Manufacturing Enhancement Act of 2010 (H.R.4380), which temporarily reduces tariffs on certain components of American products for which there is no domestic counterpart.  This legislation will reduce production costs for U.S. manufacturers, effectively increasing their ability to compete internationally.
This bill passed the House by a vote of 378-43.

Opposed increased deficit spending.  Congressman Forbes voted to oppose the Unemployment Compensation Extension Act of 2010 (H.R.4213), which would extend unemployment benefits through November by adding $34 billion to the federal deficit.  Congressman Forbes voted for an earlier extension of benefits that would have been paid for with unused stimulus funds.
This bill passed the House by a vote of 272-152.

Protected the culture of fishermen.  Congressman Forbes supported a bill (H.R.5301) that postpones the implementation of an Environmental Protection Agency plan to require certain fishing boats to carry permits in order to release discharges which are part of the normal operation of these vessels.
This bill passed the House by a voice vote. 

Encouraged industry growth.  Congressman Forbes supported the SECTORS Act (H.R.1855) to grants $2.5 million to coordinate industry partnerships, meant to encourage industry growth, competitiveness, worker training and advancement.

Celebrated railroad workers.
  Congressman Forbes supported a resolution (H.Res.1463) that supports the goals of Railroad Retirement Day and recognizes the important role that rail plays in our nation’s transportation system.

Government Spending

Rescinded excess federal funds. Congressman Forbes supported the Surface Transportation Savings Act of 2010 (H.R.5604), which collects $107 million allocated to the National Highway Traffic Safety Administration and the Federal Transit Authority. These funds went unused after states failed to meet eligibility requirements.
This bill passed the House by a vote of 402-0.

Defense

Strengthening our nation’s defense capabilities.  Congressman Forbes supported the Homeland Security Science and Technology Authorization Act of 2010 (H.R.4842) that invests $1.1 billion for  the research and development  division of the Department of Homeland Security.
This bill passed the House by voice vote. 

Remembered the events of September 11th.  Congressman Forbes supported the National September 11th Memorial & Museum Commemorative Medal Act of 2009 (H.R.4684) that allows the Secretary of the Treasury to mint a limited number of silver coins in commemoration of the 10th anniversary of September 11, 2001.
This bill passed the House by a voice vote. 

Questioned Mayport Spending. Congressman Forbes questioned senior military leaders from the Department of Defense on what strategic requirements changed between Base Realignment and Closure efforts in 2005 and today to necessitate the expenditure of $1 billion in scarce funding during a time of tight DoD budgets.

Crime

Honored law enforcement officers.  Congressman Forbes supported a bill (S.1053) that extends a permit for the construction of the National Law Enforcement Museum in Washington, D.C.
This bill passed the House by a voice vote.

Youth

Supported autism awareness.  Congressman Forbes supported a resolution (H.Res.1219) that supports the designation of September as National Child Awareness Month.
This resolution passed the House by a vote of 373-0.

Protected America’s youngest citizens.  Congressman Forbes supported the Child Protection Improvements Act of 2009 (H.R.1469), which brings the National Child Protection Act of 1993 up to date.  Specifically, this legislation requires background checks for individuals wishing to work for child-serving organizations.
This bill passed the House by a vote of 413-4.

Ensured the safety of international children.  Congressman Forbes supported the International Adoption Harmonization Act of 2010 (H.R.5532), which streamlines adoption procedures for international children who have been subjected to inhumane treatment and extreme cruelty.
This bill passed the House by a voice vote. 

Protected adopted Haitian children.  Congressman Forbes supported the Help HAITI Act of 2010 (H.R.5283) that restores the normal immigration procedure for those Haitian children who were already in the process of being adopted prior to the earthquake experienced by that country in January.

Housing

Insured against flood damage.  Congressman Forbes supported the Flood Insurance Reform Priorities Act of 2010 (H.R.5114), which extends the National Flood Insurance program through the year 2015.  This program is not only the largest single-line property insurer in America, it also takes a proactive approach to preventing future flood damage.
This bill passed the House by a vote of 329-90.

Family Values

Opposed performance of abortions on military bases.  Congressman Forbes joined 180 Senators and Congressmen in sending a letter to both Senate and House leadership urging them to reject language in the Department of Defense Authorization bill for Fiscal Year 2011 that would allow for the performance of elective abortions on military bases.

Government Reform

Increased the productivity of federal employees.  Congressman Forbes supported the Telework Improvements Act of 2010 (H.R.1722), the purpose of which is to reduce losses in federal employee productivity due to weather-related office closures.  This past winter, the government lost an estimated $71 million per day during the week-long snow storm which battered the D.C.-region.
This bill passed the House by a vote of 290-131.

Foreign Affairs

Protected human rights in Myanmar.  Congressman Forbes supported a resolution (H.J.Res.83), which renews for one year a ban on imports from Myanmar over alleged human rights abuses by its military government.  The current ban was enacted in response to human rights abuses and anti-democratic activities of the military regime in Myanmar, formerly known as Burma.
This resolution passed the House by a voice vote.

Veterans

Honored and remembered the sacrifice of World War II veterans.  Congressman Forbes supported House Resolution (H.Res.1516) recognizing  the 65th anniversary of the end of World War II as well as the countless service members and their families who sacrificed so much fulfilling their duty to America.
The resolution passed the House by a voice vote. 

Recognized the 14th Armored Division.  Congressman Forbes supported House Resolution (H.Res.1483)  honoring the service and sacrifice of the 14th Armored Division of the U.S. Army, known as the “Liberators” for their dedication in the freeing of 250,000 civilians from concentration camps during World War II.
The resolution passed the House by a voice vote.

Judiciary

Enhanced animal welfare.  Congressman Forbes supported the Prevention of Interstate Commerce in Animal Crush Videos Act of 2010 (H.R.5566), which criminalizes the act of selling videos that depict the mutilation of animals.  This legislation allows for a fine and or five year jail sentence for engaging in the sale of such videos.
This bill passed the House by a vote of 416-3.

Cracked down on prison smuggling.  Congressman Forbes supported the Cell Phone Contraband Act of 2010 (S.1749), which criminalizes the possession of cell phones by federal prisoners.  This bill also calls for a study to analyze the landline and cell phone use of inmates.
This bill passed the House by a voice vote.

Environment

Supported increased safety measures for oil and natural gas drilling processes.  Congressman Forbes supported the Safer Oil and Natural Gas Drilling Technology Research and Development Act (H.R.5716), which funds research and development projects dedicated to enhancing the safety and environmental responsibility of oil and natural gas drilling.
This bill passed the House by a voice vote.
