This is part of a comprehensive bus replacement schedule to ensure safe and efficient transportation equipment is used for fixed route services. The project will enable the Delaware Transit Corporation to continue to provide a high level of service to Delaware residents. DTC provides 10 million passenger trips annually with 14.9 million service miles and serves all three counties.

Advanced Composite Maritime Manufacturing

The application of these materials and technologies will provide ship structures that are optimally engineered, and manufactured using state-of-the-art methods to provide the highest performance at the lowest cost.

Automotive-Based Fuel Cell Hybrid Bus Program

Creating a multi-purpose recreation trail on the existing service road would ensure a safer area for the residents of Delaware City (one of the fastest growing areas in the state of Delaware), Chesapeake City, and everywhere in between, to continue to enjoy the Canal.

Chapel Center

$7,500,000 to construct a new chapel center at Dover AFB. The current Dover AFB chapel center is an undersized, structurally substandard facility. A chapel is needed in proximity of dormitory residents because many single Airmen do not own transportation and the other base chapel is 20 minutes from the main base by foot. Airmen who work at the Port Mortuary would also utilize the new facility. An improved chapel is required to host families who come to the base to receive our fallen heroes. A new chapel center is needed to meet diverse worship, fellowship, and counseling needs of Dover AFB.

Composite Applied Research and Technology for FCS and Tactical Vehicle Survivability

$3,200,000 to rapidly advance the Technology Readiness Level of existing and promising new ultra-lightweight composites structures and armor for combat and light, medium and heavy tactical vehicle applications. Using heavy materials such as steel and aluminum will continue to result in vehicles that are too heavy to transport and will overload vehicles - which reduces life, increases maintenance costs and requires more frequent vehicle replacement. The project is addressing the critical needs of the US Army to protect our soldiers and provide them with the best equipment to carry out their missions. Lightweight composite vehicle structures and armor increase mobility and mission payloads while increasing soldier protection against direct fire, improvised explosive devices and explosively formed penetrators.

Consolidated Communications Facility

Currently, a comprehensive, integrated communications system is impeded by the fragmented location of related communications functions. Consolidating these functions into one hardened facility will improve manpower efficiency by approximately 25 percent. Consolidation and demolition of the old facilities will result in approximately $17,000 in annual energy savings. 

Cybersecurity in Tactical Environments

$800,000 for research, development, testing and evaluation to detect vulnerabilities and intrusions in the U.S. Army’s battlefield networks. The U.S. Army uses mobile computer networks to both communicate between soldiers, and between soldiers and their weapons systems. This concept is called network centric warfare, and the security and availability of this network is critical to combat operations. The project will focus on detection of data exfiltration in tactical networks, intrusion detection in mobile ad-hoc networks, detection of malicious hardware and software components, and detecting security threats in commercial off the shelf (COTS) wireless networking equipment.

It will also enable the Delaware Guard to expand its Drug Education Program.

$1,360,000 for research, development, testing, and evaluation to develop real-time millimeter-wave imaging to allow U.S. soldiers to see in harsh conditions, including dust, fog, sand, and clouds. Millimeter wave imaging systems are able to image through smoke, fog, marine layer, blowing dust and sand, and fabric.  The technology development is supported by the Office of Naval Research with the intent to deploy systems on military helicopters landing in harsh environments such as the “brownout” conditions faced when landing in the desserts of places such as Afghanistan and Iraq.  It will also improve situational awareness of Naval vessels, particularly when close to the shore or at ports.

According to the Report of the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism (released in December 2008), a biological attack is more likely to be used by terrorists than any other weapons of mass destruction in the near future. The proposed handheld common identifier for biological agents will allow war fighters to perform rapid, on-site biological agent tests during threat situations.

Prime Hook National Wildlife Refuge

$1,000,000 for U.S. Fish and Wildlife Service’s Land Acquisition, to acquire a 108-acre tract adjacent to the Prime Hook National Wildlife Refuge in Milton, Delaware.  This project would protect a mix of wetlands and upland habitats and provide excellent endangered Delmarva fox squirrel habitat.  The tract also provides important access for the Refuge for both recreation and management uses into an area of the Refuge that currently lacks access.

Developed to be compatible with the SOF’s Protective Combat Uniform designed for frigid conditions, this SOF Modular Glove System provides cold weather protection to -50 degrees as well as waterproof protection in wet conditions. The Special Operations Command has an established requirement for a Modular Glove System to better meet the real-world mission needs of its SOF in a broad range of deployed environments. This funding would accelerate the fielding by about one year to ensure all U.S. SOF forces in theater have access to this high technology, readiness enhancing system.

Turnpike Improvement Project: SR-1 & I-95

This project is anticipated to reduce traffic congestion and improve overall safety.

$1,600,000 for research, development, testing and evaluation of a millimeter-wave (mmW) imaging system mounted on unmanned aerial vehicle (UAV) platform for persistent surveillance and reconnaissance. Thanks to the ability of mmWs to penetrate dust, smoke, clouds, rain, sand, and ground up to a few inches, they are ideally suited for such tasks. The U.S. Army project will be carried out in close collaboration with the Office of Naval Research. By providing all-weather, persistent imagery of theater, the project will provide immediate battle damage assessment, situation awareness, and Intelligence, Surveillance, Reconnaissance capabilities.

$200,000 to develop new capabilities for soldiers to increase their situational awareness in urban settings. The requested funding will be used to further the U.S. Army’s abilities to allow U.S. soldiers outside of a building in a city to be able to learn something about what is inside the building by receiving the radio signals emitting from the building. The project will seek a better understanding of how radio signals coming from a building in a complex radio environment such as a city look to a radio receiver in the street outside.

$1,300,000 to develop a nano-photonic sensor technology or “smart sensor dust” for the purpose of conducting environmental sensing and monitoring of airborne chemical and/or biological threats. This technology employs airborne nano-photonic particles whose optical properties change in response to specific chemical and biological agents and can be probed using inexpensive ground based monitoring stations. Many military facilities lack the capability to conduct real-time detection and identification of airborne chemical/biological threat contaminants. The University is working with the U.S. Navy to provide a safe, effective and inexpensive detection system so that appropriate countermeasures can be taken.

$66,974 to assess school students and high risk subpopulations of youth using data collected through school surveys. The purpose of the project is to provide special analysis of juvenile violence, substance use and delinquency related to incidence and prevalence, exposure to similar behaviors at home, school and neighborhood and transmission of patterns, with additional focus on domestic/intimate partner violence, substance use, and sexual risk behaviors leading to adolescent pregnancy.

$5,000,000 to accelerate the fielding of the Modular Glove System for U.S. Special Operations Forces (SOF).  This is a five piece system that provides the war fighter the necessary protection across a wide range of climactic conditions. Developed to be compatible with the SOF’s Protective Combat Uniform designed for frigid conditions, this SOF Modular Glove System provides cold weather protection to -50 degrees as well as waterproof protection in wet conditions. The Special Operations Command has an established requirement for a Modular Glove System to better meet the real-world mission needs of its SOF in a broad range of deployed environments. This funding would accelerate the fielding by about one year to ensure all U.S. SOF forces in theater have access to this high technology, readiness enhancing system.
