Congress and the White House have signed into law a couple measures to create jobs and spur economic growth. The most known measure, signed into law in February 2009, was the American Recovery and Reinvestment Act. The $787 billion legislation was signed into law in hopes of stimulating the economy. Over a year later and a growing 1.349 trillion dollar deficit, the nation’s unemployment rate still hovers near 10 percent.
