Water Resources Development Act Requests

Title:  City of Fayetteville and Cumberland County City and County-wide Water and Sewer System Restoration

Request:  Expand authority from $6 million to $20 million

Proposed recipient:  City of Fayetteville, NC

Purpose:  This authority will be used for the restoration and continued maintenance of the Fayetteville and Cumberland County water and sewer systems.

Why this funding is needed:  
These systems are in desperate need of expansion and retrofitting.  Much of the County’s rural population has limited access to potable water sources.  Multiple neighborhoods in the Cumberland County area were built with septic tanks instead of central sewer.  These neighborhoods are urban in nature and density, which is unsuitable for septic tanks and many of these tanks, now decades old, are starting to fail.  Some subdivisions are also in close proximity to water courses, which are feeder tributaries to the Cape Fear River, making those areas an even higher priority.  If this project were to be funded through annual user fees it would require an increase of approximately $1,000 per year per household, which represents a particular hardship for rural residents.


Title:  Cape Fear River Lock and Dam Rehabilitation and Restoration project

Request:  $60 million

Proposed recipient:  The State of North Carolina

Purpose:  This authority will be used for the restoration of the three locks and dams and construction of fish weirs on the Cape Fear River in Bladen County, North Carolina. This project includes:
•    Flood control in the lower Cape Fear River Basin;
•    Protecting access to river transportation;
•    Continued environmental protection and habitat restoration; and
•    Species reintroduction and restoration (five fish species).

Why this funding is needed:  
This project is critical to make sure southeastern North Carolina continues to have access to potable water sources.  When restored, the locks and dams and fish weirs will be transferred from Federal government to the State of North Carolina for future operation and maintenance.
