Surface Transportation Reauthorization

Congressman Latham submitted the following list to the House Transportation and Infrastructure Committee for inclusion in the Surface Transportation Reauthorization Bill that the House is slated to consider and pass before the current authorization for our nation’s surface transportation programs expires on September 31, 2009.

Congress writes a new Surface Transportation Reauthorization bill approximately every five years, and the legislation dictates how the federal government will fund and prioritize our nation’s investments in transportation infrastructure.

The list below outlines the transportation infrastructure projects that Congressman Latham has asked the Committee to include in the bill. The projects are listed in alphabetical order based on the project name.

Project: 105th Street Extension – West Des Moines

Amount Requested: $15.6M

Description of Project: This project entails design, environmental review & right-of-way acquisition associated with additional lane construction between Grand Avenue and Wendover Road.

Project: Alice’s Road – Extension from Ashworth Rd. to University Avenue

Amount Requested:  $11.6M

Description of Project: This request is for funds for the design, engineering & construction of a six-lane arterial with additional turn lanes.

Project: Business Highway 20 Corridor in Ft. Dodge

Amount Requested: $1M

Description of Project: The request is for funds to realign and reconstruct traffic lanes, install traffic safety equipment and other related work on the corridor.

Project: Cy-Ride Intermodal

Amount Requested: $20M

Description of Project: The funding sought is for the design and construction of an Intermodal Transportation Facility to coordinate inter-city bus, urban bus and parking, and the purchase of buses.

Project: Cy-Ride Transit Facility Expansion

Amount Requested: $5M

Description of Project: This project entails a facility expansion to house and maintain buses and vehicles in a way that increases space, either at the present site or a satellite location.

Project: Grand Avenue West (Jordan Parkway – 105th Street) West Des Moines

Amount Requested: $16M

Description of Project: This project involves planning, preliminary design & environmental review associated with the construction of a two-lane roadway between Jordan Creek Parkway and 105th Street.

Project: Highway 30- Nevada

Amount Requested: $12M

Description of Project: This project involves the elimination of two at-grade intersections and various other related projects at US 30 & Airport Road in Nevada, and the construction of a new interchange at the intersection of US 30 and County Road S14.

Project: Highway 92 – Indianola, Ia.

Amount Requested: $9.8M

Description of Project: This project involves the reconstruction & rehabilitation of a nine-mile link on Highway 92 between Highway 92 and I-35.

Project: Iowa Highway 4 grade separation (Jefferson)

Amount Requested: $13.6M

Description of Project: This project entails a grade separation on Ia. Hwy 4 in Jefferson.  The funding will cover local approach street improvements as well as the grade separation itself.

Project: Iowa State University - National Concrete Pavement Technology Center

Amount Requested: $13.8M

Description of Project: Funds would be used to support research and technology deployment related to advancements that apply to the nation’s highway infrastructure.

Project: Iowa State University - Earthworks Engineering Research Facility

Amount Requested: $14M

Description of Project: The funding is for construction of a research facility at ISU that will be devoted to development of soil & earth-moving technology advancements that are oriented toward enhancing the performance & stability of the nation’s highway infrastructure.

Project: Mason City-Eisenhower Avenue

Amount Requested: $5.6M

Description of Project: This project involves the widening of Eisenhower Avenue north of Highway 122 to accommodate additional traffic to the industrial area.

Project: North Dakota Avenue RR Grade Separation (Ames)

Amount Requested: $6.4M

Description of Project: The request is for funds to construct a grade separation to replace the existing at-grade crossing on North Dakota Avenue.  This project goes to safety and economic concerns.

Project: Pedestrian Overpass-Carlisle

Amount Requested: $200K

Description of Project: This project involves the construction of a pedestrian overpass crossing at the intersection of Highway 5 and Scotch Ridge Road.

Project: Roger Snedden Drive

Amount Requested: $6M

Description of Project: This request is for funds for construction of a railroad grade separation overpass and road modifications aimed at improving commercial and other traffic flow through a direct route from Highway 30 to the industrial park.

Project: Sumner Avenue Bridge Replacement

Amount Requested: $3.4M

Description of Project: This project entails the replacement of the Sumner Avenue Bridge, including all design, engineering and construction work, plus a rehabilitation of a portion of Sumner Avenue.

Project: SW Connector

Amount Requested: $894K

Description of Project: This project involves a location study, environmental review and design related to arterial improvements between I-35 and Iowa Highway 5.  The improvements will enhance the safety and mobility of traffic in the area.

Project: US 20

Amount Requested: $32M

Description of Project: The funds would be used to construct a new, relocated, four-lane US 20 expressway in Calhoun County, Ia. – from the Webster County line to Iowa Route 4.

Project: Widening of State Highway 44

Amount Requested: $2.1M

Description of Project: This project involves the widening & upgrading of Highway 44 from two lanes to four lanes between US 169 and State Highway 144.  This funding is for a planning study, environmental assessment and right-of-way acquisition.
