The Department of Defense (DOD) will receive $7.4 billion in funds from the Recovery Act.  These funds will go towards the following 2E94B845-E3B9-45F6-9900-A855131216D2_Webprojects:

  • $4.2 billion in Operation and Maintenance accounts to upgrade DoD facilities, including energy-related improvements
  • $1.3 billion in military construction for hospitals
  • $240 million in military construction for child development centers
  • $100 million in military construction for warrior transition complexes
  • $600 million for other military constructions projects such as housing for the troops and their families
  • $300 million to develop energy-efficient technologies
  • $120 million for the Energy Conservation Investment Program (ECIP)
  • $555 million for a temporary expansion of the Homeowner's Assistance Program (HAP) benefits for private home sale losses of both DoD military and civilian personnel
  • $15 million for DoD Inspector General oversight and audit of Recovery Act execution

DOD Programs Receiving Funding

Near Term Energy Efficiency Technology Demonstrations and Research
: $300 million

Description: "The conference agreement provides $75,000,000 for Research, Development, Test and Evaluation, Army; $75,000,000 for Research, Development, Test and Evaluation, Navy; $75,000,000 for Research, Development, Test and Evaluation, Air Force; and $75,000,000 for Research, Development, Test and Evaluation, Defense-Wide only for the funding of research, development, test and evaluation projects, including pilot projects, demonstrations and energy efficient manufacturing enhancements. Funds are for improvements in energy generation and efficiency, transmission, regulation, storage, and for use on military installations and within operational forces, to include research and development of energy from fuel cells, wind, solar, and other renewable energy sources to include biofuels and bioenergy." Energy Conservation Investment Program:  $100 million

Description: "DoD's Energy Conservation Investment Program (ECIP) improves the energy and water efficiency of existing Military Services' facilities. The program's projects help the Military Services save on energy usage and cost. Reducing energy consumption helps offset DoD's rising energy costs."  (from Energy Conservation Investment)

Facility Infrastructure Investments:  $3.8 billion

Description: "Facilities Sustainment, Restoration and Modernization covers expenses associated with maintaining the physical plant at Department of Defense posts, camps and stations. The conference agreement provides $4,240,000,000 for Facilities Sustainment, Restoration and Modernization and directs that this funding shall only be available for facilities in the United States and its territories. Further, of the funds provided, $400,000,000 is for the Defense Health Program as described elsewhere in this statement. Of the funds provided in Operation and Maintenance, Army, $153,500,000 shall be used for barracks renovations. The remainder of the funds provided shall be used to invest in energy efficiency projects and to repair and modernize Department of Defense facilities."  (from House Report 111-016 on THOMAS)

Homeowner's Assistance Fund:  $600 million

Description: "The Homeowners Assistance Program was enacted by Congress in Section 1013 of the Demonstration Cities and Metropolitan Development Act of 1966. This law provides for assistance to eligible federal personnel, who were stationed at or near an installation scheduled for closure or realignment and who, through no fault of their own, are unable to sell their homes under reasonable terms and conditions."  (from Homeowners Assistance Program(HAP))
