Description: "DoD's Energy Conservation Investment Program (ECIP) improves the energy and water efficiency of existing Military Services' facilities. The program's projects help the Military Services save on energy usage and cost. Reducing energy consumption helps offset DoD's rising energy costs." Description: "Facilities Sustainment, Restoration and Modernization covers expenses associated with maintaining the physical plant at Department of Defense posts, camps and stations. The conference agreement provides $4,240,000,000 for Facilities Sustainment, Restoration and Modernization and directs that this funding shall only be available for facilities in the United States and its territories. Further, of the funds provided, $400,000,000 is for the Defense Health Program as described elsewhere in this statement. Of the funds provided in Operation and Maintenance, Army, $153,500,000 shall be used for barracks renovations. The remainder of the funds provided shall be used to invest in energy efficiency projects and to repair and modernize Department of Defense facilities." Homeowner's Assistance Fund: $600 million Description: "The Homeowners Assistance Program was enacted by Congress in Section 1013 of the Demonstration Cities and Metropolitan Development Act of 1966. This law provides for assistance to eligible federal personnel, who were stationed at or near an installation scheduled for closure or realignment and who, through no fault of their own, are unable to sell their homes under reasonable terms and conditions."
