Petri Proposes $500 Savings Account for Every Child



WASHINGTON -- At a Capitol Hill press conference Thursday, Rep. Tom Petri proposed a $500 grant for every American newborn child, and announced the introduction of the American Saving for Personal Investment, Retirement and Education (ASPIRE) Act in the House that he is cosponsoring with Rep. Harold Ford (D-TN) and identical legislation in the Senate cosponsored by Sen. Rick Santorum (R-PA) and Sen. Jon Corzine (D-NJ).

"Under the ASPIRE Act, each child will be provided with a personal savings account which will garner tax free earnings from birth," Petri said. "Parents will be encouraged to supplement these accounts, while additional support will be given to those on the lower rungs of the income ladder, leading to the broad accumulation of personal assets to help finance successful lives."

Petri said the funds would be invested in private sector assets through a range of accounts similar to those offered federal employees under the Thrift Savings Plan. "A typical lower-income family making modest but steady contributions can expect their "KIDS" account to be worth over $20,000 after 18 years," he said.

Qualified withdrawals could be made to finance post- secondary education or to facilitate the purchase of a first home, or could be left untouched to grow and supplement other retirement assets.

"This proposal is designed both to help our kids get a leg up, and to promote individual financial responsibility by teaching children from an early age that modest savings applied with persistence can result in the accumulation of significant assets," Petri said. "Einstein once said that the most powerful force in the universe is compound interest. He was on to something there."
