Throughout his service in Congress, Rep. Markey has fought to ensure that corporations fulfill their responsibility to the investing public. Through his position on the Energy and Commerce Committee, Rep. Markey has pushed for reforms that better protect investors in the financial markets: enacting legislation to increase penalties for insider trading, reforming the government bond market and limited partnership frauds. After the 1987 stock market crash, Rep. Markey championed a package of penny stock fraud, stock market reform, and program trading legislation that the then-SEC Chairman called "the most significant legislative reform" of Wall Street since the 1960s.
