Amendment in nature of a substitute. Differs from bill as reported only in that it requires the Treasury Department, the Postal Service, and the Office of Personnel Management to submit proposals detailing whether and to what extent the Treasury Department or the Postal Service should be responsible for funding of benefits attributable to the military service of CSRS employees at the Postal Service. Also adds the GAO to the list of recipients of the blueprint required to be submitted for the spending of the savings accrued in FY 2005 and beyond.

Delays resolution of whether the U.S. Treasury or the United States Postal Service should be responsible for costs of CSRS retirement benefits attributable to military service of current and former Postal Service employees by requiring the postal service to make payments to an account at Treasury, rather than OPM, until Congress has had an opportunity to review proposals and the evaluations of GAO.

Waxman#2
Provides that the U.S. Treasury continues to be responsible for paying the CSRS retirement costs attributable to the military service of current and former Postal Service employees, rather than requiring that the Postal Service be responsible for these costs.
