Water Resources Development Act Project Requests

Listed below is the project request that I submitted to the House Transportation and Infrastructure Committee for inclusion in the Water Resources Development Act (WRDA) of 2010.  WRDA is authorizing legislation for water-related infrastructure projects to be conducted by the U.S. Army Corps of Engineers.

Elliott Bay Seawall, Seattle, WA
Requested by: City of Seattle

Project Purposes: Hurricane and Storm Damage Reduction, Shoreline Protection
Project Description: Project will replace the failing seawall on Seattle’s downtown waterfront; prevent damage from storm waves, erosive tidal action and seismic activity. The request seeks project preauthorization, pending completion of the Army Corps feasibility study which is slated for completion in 2012.

Port of Seattle Navigation Feasibility Study
Requested by: The Port of Seattle

Project Purpose: Navigation
Project Description: Project will complete a reconnaissance level study of deepening the federally managed navigation channel in Elliott Bay serving the Port of Seattle cargo terminals. The study will determine the federal interest in pursuing the deepening of the navigation channel to facilitate next-generation containerships with capacities in excess of 10,000 TEUs.

Language request for permanent extension of Section 214
Requested by: National Request

Project Description: Project requests for permanent extension of Section 214 of WRDA 2000 (PL 106-541).  Section 214 allows the Secretary of the Army to accept and expend funds contributed by non-Federal public entities and to expedite the processing of permits. Section 214 has allowed the City of Seattle to move forward with vital infrastructure and ecosystem restoration projects.

Project Description: Clarification of Elliot Bay Seawall feasibility study guidance language included in WRDA 2007 (PL 110-114). Language request provides clarification of Elliot Bay Seawall feasibility study guidance language included in WRDA 2007 (PL 110-114). The language will provide clearer direction to the Corps on how to proceed with the Elliott Bay Seawall feasibility study.

Howard Hanson Dam
Requested by: Tacoma Public Utilities

Project Purposes: Environmental Protection and Restoration, Environmental Infrastructure, Water Supply
Project Description: Construction and operational changes to increase Howard Hanson Dam water storage capacity, provide environmental restoration, and come into ESA compliance. This request will amend the authorized funding level of the Additional Water Storage (AWS) project as identified by the Seattle District of the Army Corps of Engineers.
