The Committee granted, by voice vote, a resolution waiving clause 6(a) of rule XII (requiring a two-thirds vote to consider a rule on the same day it is reported from the Rules Committee) against certain resolutions reported from the Rules Committee. The resolution applies the waiver to any special rule reported on the legislative day of Thursday, July 25, 2002, providing for the consideration or disposition of the bill (H.R. 5005) to establish the Department of Homeland Security, and for other purposes.

The Committee granted, by voice vote, a resolution providing that upon adoption of the rule, H.R. 4546, with the Senate amendment, be taken from the Speaker’s table and is hereby agreed to with an amendment, consisting of the text of H.R. 4546, as passed by the House and the text of H.R. 4547, as passed by the House. The resolution provides that the House shall be considered to have insisted on its amendment to the Senate amendment and to have requested a conference thereon.
