The Committee granted, by record vote of 7 to 3, a closed rule providing one hour of debate in the House equally divided and controlled by the chairman and ranking minority member of the Committee on Energy and Commerce. The rule provides one motion to recommit with or without instructions.

The Committee granted, by voice vote, a closed rule providing that H.Res. 540 shall be debatable in the House for one hour equally divided among and controlled by the chairmen and ranking minority members of the Committees on Education and the Workforce and Ways and Means. The rule provides that H.Res. 540 shall be considered as read for amendment. The Committee granted, by voice vote, a rule waiving all points of order against the conference report and against its consideration. The rule provides that the conference report shall be considered as read.
