The Committee granted, by voice vote, a rule providing for consideration of H.R. 2738 under a closed rule providing two hours of debate in the House with one hour and forty minutes equally divided and controlled by the chairman and ranking minority member of the Committee on Ways an Means and twenty minutes equally divided and controlled by the chairman and ranking minority member of the Committee on the Judiciary. The rule waives all points of order against consideration of H.R. 2738. The rule provides that pursuant to section 151(f)(2) of the Trade Act of 1974, the previous question shall be considered as ordered on H.R. 2738 to final passage without intervening motion.
The rule further provides for consideration of H.R. 2739 under a closed rule. The rule provides two hours of debate in the House on H.R. 2739 with one hour and forty minutes equally divided and controlled by the chairman and ranking minority member of the Committee on Ways and Means and twenty minutes equally divided and controlled by the chairman and ranking minority member of the Committee on the Judiciary. The rule waives all points of order against consideration of H.R. 2739. The rule provides that during consideration of H.R. 2738 or H.R. 2739, not withstanding the operation of the previous question, the Chair may postpone further consideration of the bill to a time designated by the Speaker.
