Senate amendments to H.R. 1424 – The Emergency Economic Stabilization Act of 2008; Energy Improvement and Extension Act of 2008; Tax Extenders and Alternative Minimum Tax Relief Act of 2008

The Committee granted, by a non-record vote, a rule providing for consideration of the Senate amendments to H.R. 1424: the Emergency Economic Stabilization Act of 2008; the Energy Improvement and Extension Act of 2008; and the Tax Extenders and Alternative Minimum Tax Relief Act of 2008.  The rule makes in order a motion by the chairman of the Committee on Financial Services to concur in the Senate amendments.  The rule waives all points of order against consideration of the motion.  The rule provides that the Senate amendments and the motion shall be considered as read.  The rule provides for 90 minutes of debate on the motion, with 60 minutes equally divided and controlled by the chairman and ranking minority member of the Committee on Financial Services and 30 minutes equally divided and controlled by the chairman and ranking minority member of the Committee on Ways and Means.  The rule provides that the Chair may postpone further consideration of the motion to a time designated by the Speaker.

Providing for consideration of motions to suspend the rules and waiving a requirement of clause 6(a) of rule XIII with respect to consideration of certain resolutions reported from the Committee on Rules.

The Committee granted, by a non-record vote, a rule allowing the Speaker to entertain motions to suspend the rules through the legislative day of October 3, 2008.  The Speaker or her designee shall consult with the Minority Leader or his designee on the designation of any matter for consideration pursuant to the resolution.  The resolution waives the requirement of clause 6(a) of rule XIII, requiring a two-thirds vote to consider a rule on the same day it is reported from the Rules Committee.  This would allow for same day consideration of any resolution reported by the Rules Committee through the legislative day of October 3, 2008.  The rule provides that House Resolution 1516 is laid upon the table.
