GAO would use the $5 million from the AoC, along with the $10 million from its own budget, to create the office. The satellite office would conduct studies related to effort to stabilize Iraq, develop a democratic government and constitution, estimate the number of troops needed to defeat the insurgency, and secure vital transportation corridors, such as the road from the Baghdad Airport to the U.S. Embassy.
