AMENDMENT PROCESS FOR H. J. Res. 114, AUTHORIZATION FOR THE USE OF MILITARY FORCE AGAINST IRAQ

The Rules Committee is planning to meet Monday, October 7th to grant a rule which may limit the amendment process on H. J. Res. 114, Authorization for the Use of Military Force Against Iraq. The joint resolution is expected to be ordered reported by the House International Relations Committee on Thursday, October 3rd, and is expected to be filed later this week.

Any Member wishing to offer an amendment should submit 55 copies of the amendment and one copy of a very brief explanation of the amendment to the Rules Committee in room H-312 of the Capitol no later than 5:00 p.m. on Friday, October 4th. A copy of the form used to submit amendments to the Rules Committee is on the back of this letter. Amendments should be drafted to the text as reported from the House International Relations Committee, which will be made available on both the International Relations Committee and Rules Committee web sites.

Members should use the Office of Legislative Counsel to ensure that their amendments are properly drafted and should check with the Office of the Parliamentarian to be certain their amendments comply with the rules of the House.
