AMENDMENT PROCESS FOR H.R. 5005, THE HOMELAND SECURITY ACT OF 2002

The Committee on Rules is planning to meet this week to grant a rule that may limit the amendment process for H.R. 5005, the Homeland Security Act of 2002. The Select Committee on Homeland Security is expected to file its committee report early Wednesday, July 24.

Any Member wishing to offer an amendment should submit 55 copies of the amendment and one copy of a very brief explanation of the amendment to the Rules Committee in room H-312 of the Capitol no later than 12 noon on Wednesday, July 24th. A copy of the form used to submit amendments to the Rules Committee is on the back of this letter. Members should draft their amendments to the text of the bill as reported by the Select Committee which will be made available on the Majority Leader’’s web site and the Rules Committee web site.

Members should use the Office of Legislative Counsel to ensure that their amendments are properly drafted, and should check with the Office of the Parliamentarian to be certain their amendments comply with the rules of the House.
