Here you can see a list of the projects I believe will help improve the lives of families in Howard County, Baltimore County and Baltimore City. I've requested that these projects be funded in 2011.

FY 2011 AGRICULTURE

Argo-ecology/Chesapeake Bay Agro-ecology
Recipient: Harry R. Hughes Center for Agro-Ecology

Amount Requested: $450,000
Purpose: This is a valuable use of taxpayer funds because it would assess Total Maximum Daily Loads (TMDLs) in the Chesapeake Bay according to land use and what the opportunities may be with implementation.  Results from this project will enable Maryland to be more effective in meeting the TMDL requirements established by the Environmental Protection Agency and will enable it to better frame the contingencies needed in order the necessary requirements.

Program for Advanced Research in Food Informatics, Safety and Security

Purpose: This is a valuable use of taxpayer funds because this program would mitigate the risks of food illnesses by employing research and surveillance informatics technologies in interdisciplinary knowledge fusion to identify real and lasting solutions.

Purpose: This is a valuable use of taxpayer funds because it will serve NASA’s mission to inspire and prepare the next generation of scientists, which is essential to our nation’s leadership in science.

Chesapeake Information Based Aeronautics Consortium (CIBAC)

Purpose: This is a valuable use of taxpayer funds because it will allow the university to continue important ongoing research and development efforts with NASA, which are needed in order to enable the development and deployment of the Next Generation Air Transportation System.

Conservation and Education Program

Purpose:  This is a valuable use of taxpayer funds because it provides at-risk children comprehensive life skills training and wrap-around support from the end of the school day to when students return to class in the morning.

Purpose:  This is a valuable use of taxpayer funds because it provides help expand its academic achievement, mentoring and after-school programs for children of incarcerated parents.

Youth Development, Treatment & Prevention:

Purpose:  This is a valuable use of taxpayer funds because it will establish a program aimed at youth to educate, treat and prevent substance abuse in the West Baltimore Area.  The program will be used to conduct counseling, prevention and early intervention programs from the site and throughout the community.

FY2011 DEFENSE

Advanced Diagnostic and Therapeutic Digital Technologies
Recipient: AdMeTech Foundation

Purpose:  This research will develop advances in prostate cancer detection and screening that will pay dividends by decreasing the time and productivity lost to unnecessary screenings while simultaneously improving treatment for both military and civilian men and is therefore a valuable use of taxpayer funds.

Advanced Restoration Therapies in Spinal Cord Injuries

Purpose:  This is a valuable use of taxpayer funds because this research will investigate promising techniques that will help service members, and civilians, lead better lives after suffering spinal cord injuries.

Purpose: This project is a valuable use of taxpayer funds because this it will significantly increase the supply of minority nurses for the Department of Defense. 

Security Solutions from Life in Extreme Environments Center (Consortium of Schools)

Purpose:  This is a valuable use of taxpayer funds because this project will fund needed research that will permit the design of new survivability applications and is therefore a valuable use of taxpayer funds.

University of Maryland Center for Advanced Cyber Security Research and Technology Development

Purpose:  This research is a valuable use of taxpayer funds because it will advance our ability to protect both civilian and military computer networks, protecting us against very real Twenty-First Century threats to our national security.



FY 2011 ENERGY AND WATER


Baltimore Harbor and Channels, Maryland

Purpose: This project is a valuable use of taxpayer funds because it would fund the maintenance dredging of federal navigation channels leading to the Port of Baltimore as authorized by Section 101, River and Harbor Act of 1958 (P.L. 85-500) and Section 101 of the River and Harbor Act of 1970 (P.L. 91-611).  This funding is needed to support annual maintenance dredging requirements.


Center for Nanomedicine and Cellular Delivery
Recipient: University of Maryland, Baltimore,

Amount Requested: $1,000,000
Purpose: This project is a valuable use of taxpayer funds because it would support the University of Maryland – Baltimore’s Center for Nanomedicine and Cellular Delivery.  Funding would be used to support ongoing research and to purchase necessary equipment to further the study of nanomedicine and cellular delivery.


Center for Sustainability

Recipient: Coppin State University

Purpose: This project will enable the Center for Sustainability at Coppin State University to conduct research assessing the impact on the soil and water in the Baltimore area of the use of coal-burning power plants. It is a valuable use of taxpayer funds because it will enable undergraduate and graduate students to conduct research concerning the broader impacts of coal-burning power plants on ecosystems and human health.


Chesapeake Bay Marshland Project
Recipient: Maryland Department of Transportation

Purpose: This project is a valuable use of taxpayer funds because it would study the transfer of dredged material from the proposed James Island site to the Blackwater Refuge at a rate the Refuge could accommodate to help restore lost marshland.  The Blackwater Refuge provides critical winter habitat for thousands of migratory birds and a year-round habitat for a number of endangered species.


Eastern Shore, Mid-Chesapeake Bay Island, Maryland Restoration Project
Recipient: Maryland Department of Transportation

Purpose: This project is a valuable use of taxpayer funds because it would support preconstruction engineering and design of a project that would utilize material dredged from the Port of Baltimore to restore island remnants in the Chesapeake Bay located one mile north of Taylors Island at the mouth of the Little Choptank River.


Energy Efficient Building Technologies
Recipient: University of Baltimore

Purpose: The project is a valuable use of taxpayer funds because it will contribute to the construction of a LEED certified platinum structure to serve as a national example of sustainable design and functionality. The project will reduce energy consumption and reduce University of Baltimore's reliance on City water services.


Intercoastal Waterway, Delaware River to Chesapeake Bay
Recipient: Maryland Department of Transportation

Purpose: This project is a valuable use of taxpayer funds because it would support the routine maintenance dredging of the C&D Canal under the jurisdiction of the Philadelphia District and the operation and maintenance of the Canal as authorized by Section 101, River and Harbor Act of 1954 (P.L. 83-780).  The C&D Canal is an essential part of the Port of Baltimore’s ship channel system, providing a shortcut for vessels transiting between Baltimore and points north.  Maintaining the channels at proper width and depth is essential for the efficient operation of the Canal.


Metal-Enhanced Fluorescence Research and Development

Recipient: University of Maryland Baltimore County

Purpose: This project is a valuable use of taxpayer funds because the project will develop plastic strips containing new nanotechnology that will have a positive impact on public safety, tagging, and energy conservation efforts.


Morgan State University - Life Cycle Assessments of Historic Buildings
Recipient: Morgan State University

Amount Requested: $725,000
Purpose: This project is a valuable use of taxpayer funds because the General Services Administration finds that energy costs in historic buildings are about 27% less than in non-historic structures. By establishing a repository of best practices in historic buildings, it will help ensure energy efficiency in existing and new structures.


Poplar Island, Maryland Project
Recipient: Maryland Department of Transportation

Purpose: This project is a valuable use of taxpayer funds because it would fund the continuation of the Poplar Island MD Environmental Restoration Project as authorized by Section 537, WRDA 1996 (P.L. 104-303); Section 318, WRDA 2000 (P.L. 106-541), and Section 3087 of WRDA 2007 (P.L. 110-114).  The Poplar Island Environmental Restoration Project Expansion in the Chesapeake Bay is currently a national model for the beneficial use of dredge material to support the restoration of a severely eroded island.


Thurgood Marshall College Fund Minority Science Fund

Environmental Sustainability and Global Competitiveness of Small Business

Purpose: This is a valuable use of taxpayer funds because it would allow the university to expand its services at the Merrick School of Business to train small businesses and nonprofit organizations in developing business initiatives that address issues of sustainability—helping the environment through clean products, providing social benefits to communities and reducing the total carbon impact of their operations. 

Franklin Entrepreneurial and Apprenticeship Center
Recipient: Druid Heights Community Development Corporation

Purpose: This is a valuable use of taxpayer funds because funds would be used to support a state of the art training facility for youth and adults. The entrepreneurial and apprenticeship programs will target youth and unskilled individuals in the building trades and business development to encourage self-empowerment and sufficiency. The program design will take a methodical three-pronged approach to address social and economic issues that affect the local residents as well as provide opportunities for others in the community.

GROW Center (Generating Real Opportunity for Work)

Purpose: This is a valuable use of taxpayer funds because it would assist GROW centers in integrating workforce development, community investment, business development, neighborhood stabilization, and government procurements to create sustainable living-wage jobs, and healthy communities. These centers will train and place out of work residents in jobs that help to rebuild their communities, while providing supportive services, financial education and advance training to support residents in achieving career goals and upward mobility.

Heritage Tourism and Community Economic Development Program
Recipient: National Great Blacks in Wax Museum

Purpose: This is a valuable use of taxpayer funds because it would allow the museum to develop a highly skilled pipeline of employees for the growing tourism industry in the community.  This project provides a museum setting in which youth can work and perform actual job functions central to the tourism and museum industries, including exhibition and collection maintenance, customer service, program planning and development, and historical research.


Howard County Initiative for Small and Minority Business
Recipient: Howard County Government

Purpose: This is a valuable use of taxpayer funds because funds would allow Howard County to develop initiatives aimed at spurring job creation for small businesses and minority businesses by establishing a program that works extensively with the local business community in developing tangible goals that address identified challenges to ensure that small and minority businesses are successful in obtaining contracts from public and private entities.

Chlorine Handling Safety Improvements

Purpose: This is a valuable use of taxpayer funds because it will convert the chlorine gas systems in use at several drinking water pumping stations and at the Montebello Water filtration Plant to systems using sodium hypochlorite for disinfection.

Patapsco Wastewater Treatment Plant Biological Nutrient Removal and Enhanced Nutrient Removal Upgrade

FY 2011 TRANSPORTATION, TREASURY, HOUSING AND URBAN DEVELOPMENT

Baltimore Red Line, MD
Recipient: Maryland Department of Transportation/Maryland Transit Administration

Amount Requested: $14,500,000
Purpose: This is a valuable use of taxpayer funds because this project would support continued development of the Baltimore Red Line transit project, authorized in SAFETEA-LU.  The Baltimore Red Line, first identified and prioritized in the 2002 Baltimore Region Rail System Plan, represents the highest priority corridor within the Baltimore Region for potential transit improvements.  The Red Line will alleviate congestion, improve regional mobility, and offer expanded transportation alternatives through construction of a Light Rail Transit line in a heavily traveled 14-mile, east-west corridor encompassing Baltimore County’s Woodlawn employment and commercial centers; the downtown Baltimore Central Business District, including the University of Maryland medical and academic centers; residential, retail and commercial points in Inner Harbor East, Fells Point and Canton; and employment and medical institutions at the Johns Hopkins Bayview campus in East Baltimore.  A locally preferred alternative was selected in Summer 2009 and the project is seeking the Federal Transit Administration’s approval to enter the preliminary engineering stage and complete its final environmental impact statement.

I-70 Improvements, Howard County, MD
Recipient: Maryland Department of Transportation

Purpose: This is a valuable use of taxpayer funds because this project would support safety improvements and capacity increases on I-70 between MD 32 and US 29, a highway experiencing increasing traffic volumes in Howard County, Maryland.  Through this project, I-70 will continue to be upgraded to Interstate standards.

I-695 Southwest, Baltimore County, MD
Recipient: Maryland Department of Transportation

Purpose: This is a valuable use of taxpayer funds because this project would support the replacement of structurally deficient bridges, including the I-695 Inner Loop bridge over MD 372 and the MD 144 bridge over I-695.  This project will also add an additional lane in both directions, improving safety and mobility.

Improvements to U.S. 29
Recipient: Maryland Department of Transportation

Purpose: This is a valuable use of taxpayer funds because this funding would support the widening (from two lanes to three lanes) of northbound U.S. 29 from MD 175 to Seneca Drive, which will accommodate increasing traffic volumes and improve safety on this highway and ensure the northbound stretch matches the southbound stretch (which is already 3 lanes wide).

Purpose: This is a valuable use of taxpayer funds because this project will improve midtown-Baltimore City intersections around a new Transit Oriented Development (TOD) at State Center, a central location in Baltimore that is home to a large State office building complex and served by multiple transit routes.  The TOD project will improve pedestrian connections among the existing transit services, support expanded retail facilities, and provide inviting green spaces.  However, according to a 2008 traffic impact study, the proposed development will severely impact throughput at 11 intersections surrounding State Center by the project’s 2019 completion date. The effects are expected to surpass the threshold for acceptable degradation.  The funding I am requesting would enable intersections to be upgraded to accommodate expected traffic flows associated with the State Center TOD.

MATOC Transportation Operations Improvement and Research
Recipient: University of Maryland

Purpose: This is a valuable use of taxpayer funds because the funding received through this request would support applied research to enhance mobility planning throughout the National Capital Region.  Specifically, researchers will advance the development of multi-modal integrated transportation data sharing systems to improve project planning and the management of existing systems.

MD 32 Improvements

Purpose: This is a valuable use of taxpayer funds because this project would support the reconstruction of MD 32 from MD 108 to I-70 as a 4-lane, access-controlled divided highway with a 34-foot median section.  These improvements will enhance safety and mobility on MD 32, which is carrying increasing traffic volumes.

Replacement of Franklintown Road Culvert Over Gwynns Falls

Purpose: This is a valuable use of taxpayer funds because the project would support the replacement of the Franklintown Road Culvert over Gwynns Falls and associated stormwater management improvements.  The condition of the culvert is a public safety concern; reconstruction of the culvert will ensure the safety of travel along Franklintown Road and reduce the flow of sediment into Gwynns Falls.

Purpose: This is a valuable use of taxpayer funds because these pedestrian improvements will enhance pedestrian circulation and access to a heavily used MARC station in West Baltimore that has very limited station facilities.  Funds will be used for improvements such as street crossing improvements, including signage and crosswalk striping, and the installation of measures to calm traffic on Franklin and Mulberry.  Funds will also be used to provide bicycle facilities at the station, and to develop striped on-street lanes and/or off street paths connecting the station to the adjacent neighborhoods.
