This position is located in the Office of the Architect of the Capitol, and serves as CEO of the United States Capitol Visitor Center (CVC). The incumbent has full responsibility in the overall operation and management of the CVC and the formulation and implementation of policies regarding the programs that will fulfill the mission of visitor services and education as stated in the Charter.
The CEO leads the CVC operations teams by ensuring high quality visitor experience through delivery of consistent service standards, operational readiness, and maximum visitor flow in a safe and secure environment. This includes providing leadership of guide services, visitor services, exhibits and education, gift shops and the management and administration of the CVC personnel. Directs the work of the organization, providing administrative and technical supervision necessary for accomplishing the work of the CVC.
Directs the preparation of short and long-term operating budgets for personnel services, supplies, materials, equipment and facilities renovations or replacement projects. Is responsible for execution of all contracts that exist within the CVC. This includes restaurant operations, catering and events, and other services.
The CEO is also responsible for the oversight of operation, maintenance and renovation of the facilities including recommendation for short term and long term capital improvements. Determines the allocation and utilization of resources required to accomplish CVC program objectives within the parameters established by legislation and Agency policy. Reviews the CVC organizational and functional assignments in terms of meeting program goals and objectives. Integrates the various office programs into a viable overall program that balances program objectives with program realities. Recommends or determines CVC policies in assigned program areas and formulates appropriate strategies for CVC operational and systems needs. Studies and evaluates the organization and operations of the CVC to assure that program objectives receive proper consideration and recommends changes or improvements, to the Architect.
Oversees the development of curricula for the education programs offered through the CVC. Oversees exhibits collection management. Plans and implements all CVC educational activities such as tours, public classes, special events and functions, and use of meeting rooms.
The CEO develops and maintains positive, responsive relationship with Member offices. Ensures that guests of Member offices are treated appropriately by integrating staff requests into regularly scheduled tours and facilitating the use of gallery passes. Keeps Members and staff appropriately informed on CVC operations, issues and developments. Maintains a collaborative relationship with visitor center tour operators, information providers, and service providers in the Washington, DC area and on a national level. Ensures that accurate information is posted on the CVC website and in all other public awareness publications.
Coordinates with internal and external sources including the Capitol Police, Library of Congress, U.S. Botanic Garden and key contacts in the House and Senate on integration of daily activities. Appears before Congressional Committees as CVC spokesperson as required. Represents the Architect and the Agency at all levels of government, including Federal, state, municipal, and county agencies as well as private industry and citizen groups.
