Job Summary

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 600 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

This incumbent is responsible for Business Continuity/Disaster Recovery (BC/DR) Program direction, planning, and development, BC/DR operational response management and staff-directed BC/DR awareness, consulting and training for the Office of the Chief Administrative Officer (CAO).  Other responsibilities include program planning and operations to ensure that BC/DR issues are addressed and resolved.   This incumbent will serve as an essential component of the CAO’s BC/DR Program, business management team, or technology management team and will keep the CAO BC/DR Program current with issues, challenges, changes and solutions available in the wider BC/DR community. The Director will act as the consistent point of contact for BC/DR knowledge/leadership during normal operations and during an emergency.  The incumbent will ensure that readiness is established and maintained across all functional BC/DR organizational areas. This office is also responsible for development and maintenance of a centralized repository containing BC/DR policy and procedures that will enable awareness and reusability of BC/DR requirements, techniques, controls and procedures, and provide a consistent point of reference for House management, staff and emergency operations personnel during normal and emergency operations. The incumbent should be knowledgeable in, and comply with, the House Systems Development Life Cycle (SDLC) and Configuration Management (CM) processes.

The incumbents pay grade and compensation level are determined based on applicable professionalexperience, job knowledge, past performance, proven leadership and management skills, assigned level of responsibility, and size and scope of the Area, incomparison to local market rates of pay for equivalent criteria within the applicable discipline.

The position has day-to-day supervisory/managerial responsiblities.

Primary Responsiblities/Duties

1) Responsible for BC/DR Program direction, planning, operations, and development.
2) Coordinate formal organizational responsibilities among the Chief Administrative Officer (CAO), the Office of Emergency Preparedness and Planning Operations (OEPPO), other House support organizations, and Member, Committee and Leadership offices.
3) Identify and resolve on-going operations and management coordination and interoperability issues among organizations.
4) Prioritize, monitor and report status on the execution of BC/DR support and implementation study recommendations, e.g., the corrective actions resulting from existing Vulnerability Assessment and the Business Impact Assessment. 
5) Assist with the establishment and maintenance of an efficient, current and electronic database repository of CAO BC/DR–related policy, process, and procedural information that is accessible by the CAO, OEPPO, and other appropriate offices during normal operations and during an emergency.
6) Provide proactive, ongoing support for the effective and thorough development and documentation of operational processes and procedures required to support the BC/DR projects and operations. 
7) Coordinate formal policy and procedure related responsibilities among the CAO, OEPPO, and other House offices.
8) Perform supervisory and project management responsibilities as assigned.

Requirements:

Extensive knowledge in Continuity of Operations Planning (COOP), best practice and process management, and development of performance measures. BC/DR and/or COOP certification and familiarity with Balanced Score Card metrics is highly desirable.  Certification in Business Continuity Planning is a plus.  Ability to work with a diverse customer base, and possessing strong relationship building skills, executive presentation skills, and well-established analytical skills, including proficiency in Microsoft Word, Excel, Access, Exchange/Outlook, Visio, and Power Point.  Excellent verbal and written communication skills; and management and leadership talent with experience in successfully managing BC/DR projects. Ability to comprehend subject matter involved in designated projects and to understand the purposes, relationships and variations in the current procedures to be documented.  Ability to plan effectively and to execute plans efficiently and on schedule.  Ability to provide practical leadership in the management of time, budget, and personnel resources.  This position may require travel to House BC/DR facilities and related facilities across the US.

This position may require 24x7 on-call support and/or the ability to work shift hours to provide 24x7 days a week technical support for the House's information technology infrastructure. Incumbent must be able to work additional hours if necessary. Incumbent must be able to secure and maintain Federal Government security clearances as deemed appropriate by management.
