Job Summary

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 600 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

The Business Process Applications Specialist shall act as a functional lead in the daily operations and continued enhancement of the House’s Financial Reporting Application (FinMart). This includes providing knowledge transfer and internal training to other team members as well providing exemplary support and training to our business community to include coordination and documentation of requests for new or improved financial reports and reporting capabilities. These activities may involve authoring of requirements documents, writing test scenarios and executing test scripts, supporting enhancements to training materials and user guides, and responding to end-user requests for assistance and trouble shooting.

Major Duties:

1. Provide hands-on analysis of requested enhancements or data changes to FinMart reports or reporting capability.

2. Provide full life-cycle support and leadership in requirements definition, system analysis, design, development, quality assurance documentation, and testing.

3. Knowledge transfer and training to include FinMart implementations/upgrades, financial tables, business processes, and configuration.

4. Create, update, and review functional documents such as policies and procedures, operations manuals, change requests and training materials. Support the development of Statements of Work and Business Cases as required.

5. Perform other duties as assigned.

The incumbents pay grade and compensation level are determined based on applicable professional experience, job knowledge, past performance, proven leadership and management skills, assigned levelof responsibility, and size and scope of the Area, in comparison to local market rates of pay for equivalent criteria within the applicable discipline. The position does not have day-to-day supervisory/managerial responsibilities.

Requirements:

Bachelor’s degree in a discipline related to the position or an equivalent level of professional work experience preferred.

Minimum 2 years of relevant experience.

Proven government and/or private sector information technology experience with emphasis on information and processing needs of large, multi-divisional organizations.

Knowledge and experience with federal accounting standards

Strong business/systems analysis experience working closely with users to resolve problems and capture new business requirements. Candidate must have demonstrated ability to lead diverse project teams representing both business and technical areas.

Experience with PeopleSoft Financials and/or MicroStrategy reporting tools is strongly desired. An understanding of House of Representatives business processes associated with financial operations for Member and Committee offices is a plus.

Must successfully complete a criminal history records check [or other applicable security clearance] and a pre-employment drug-test (pre-identified position only).
