The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 600 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.
The incumbent serves as the Director, Enterprise Applications within the CAO Advanced Business Solutions (CABS) group of House Information Resources (HIR). Working with the CTO, the incumbent provides strategic direction for the Enterprise Applications Directorate. This individual provides guidance to the team on application development project and resource management issues including reviewing project requests, setting project priorities and overseeing major development activities. The incumbent is also responsible for all aspects of supported applications operations and maintenance. This individual will work in partnership with project sponsors, stakeholders and system users to ensure business needs are adequately understood, captured, and ultimately addressed through technology.
The incumbents pay grade and compensation level are determined based on applicable professionalexperience, job knowledge, past performance, proven leadership and management skills, assigned level of responsibility, and size and scope of the Area, incomparison to local market rates of pay for equivalent criteria within the applicable discipline.
Major Duties:
• Plans, assigns, and directs activities of professional and technical personnel in the design, development, and systems analysis functions required to maintain and update enterprise-level financial, HR/Payroll, Service Support, and other specialty business applications.
• Implement project management best practices and apply to all facets of enterprise applications’ systems development life cycle.
• Reviews and analyzes existing applications and applications in development to ensure efficiency and effectiveness of those applications; reviews requests for application changes required to meet the needs of the Office of the CAO and House community. For all approved changes, ensure compliance with approved configuration management and quality assurance policies and procedures.
• Responsible for the security of enterprise application security including security access, technology staff segregation of duties, and compliance with House Information Security Policies and guidance from CISO.
• Maintain a strong communication link with end users of the directorate’s services to ensure that output meets their needs.
• Work with the CTO to continually improve the level and quality of enterprise application services and internal support models.
• Supervise and provide technical leadership as well as encouraging and administering appropriate professional development opportunities for subordinate staff.
• Responsible for the development and execution of personnel and non-personnel (financial) resource plans in support of the organization’s strategic goals and objectives.
• Performs other official duties as assigned.
